France: Inclusion Technical Advisor, 6-month fixed term contract, Lyon

Handicap International works in over 55 countries and has two operations divisions:

  • Humanitarian Action Division

  • Development Division

    These divisions work in close collaboration with Technical Resources Division.

    Technical Resources Division is made up of six units which provide technical support and a reference framework for Handicap International’s programmes worldwide.

    POSITION OBJECTIVES: Working within the Technical Resources Division (DRT), reporting to the Head of the Emergency Response Technical Unit and with close operational links to DAH teams, you will be responsible for developing and managing strategy and resources pertaining to inclusion activities in emergency response settings, and monitoring inclusion projects in the emergency response countries of intervention.

    Your responsibilities will be as follows:

    1: Produce, supervise and disseminate strategies and tools on inclusion in emergency response settings for Handicap International.

  • Finalise guidance and produce a toolkit for managing inclusion activities in the field, in particular by formally documenting the approach used by the Technical Inclusion Unit;

  • Finalise a strategy note on Vulnerability;

  • Monitor and update the technical documentation toolkit on a regular basis;

  • Contribute to standardising feedback formats;

  • Promote field experience by facilitating (as a minimum requirement) its formal documentation;

  • Ensure programme ownership of inclusion strategies and resources.

2: Provide technical and methodological support to projects in the design, implementation and monitoring of inclusion activities:

  • Provide guidance to programmes on developing an inclusion strategy for their projects;

  • Provide technical support to inclusion teams working in the field by ensuring overall consistency;

  • Be involved in the recruitment and monitoring of expatriate technical teams tasked with supporting inclusion;

  • Help to draft projects relating to inclusion activities, ensuring the feasibility of technical approaches and compliance with the institutional technical framework;

  • Help to monitor implemented projects with links to your area of expertise.

3: Help to define a coherent and dynamic inclusion service offering by providing support to the Head of the Emergency Response Technical Unit:

  • Facilitate knowledge sharing and ensure a consistent approach to inclusion across the various divisions involved;

  • Help to define procedures to facilitate transition and complementarity between emergency response and development programmes for inclusion activities (continuity of both services and approach);

  • Disseminate the association's reference documents, ensuring appropriate ownership;

  • Attend meetings to further enhance the association’s knowledge and practices;

  • Generate ideas for studies and research, new approaches and pilot projects.

REQUIRED PROFILE:

  • You have at least 3 years’ hands-on experience in the emergency response sector and at least one year’s experience in inclusion

  • You are skilled in project management

  • You have a knowledge of the disability and vulnerability sectors

  • You have a knowledge of the sectors and professions in which Handicap International operates

  • You speak fluent English and French

JOB CONDITIONS:

  • Contract type: 6-month fixed term contract from 5th of September 2016

  • Salary: From €2,350 gross over 12 months, depending on experience

  • Transport allowance, Luncheon vouchers

  • Complementary Health Fund Benefits (Employer contribution: 60% of the monthly cost)

  • 9.5 weeks annual leave
