France: 2 Positions for Data Collector (Displacement Tracking Matrix / DTM) Fluent in either Urdu, Pashto, Dari/Farsi

Under the overall supervision of the IOM France head of office, and the direct supervision of the regional project coordinator of the Displacement Tracking Matrix (DTM) unit and DTM support officer in France, the candidate shall be responsible for the technical oversight, coordination, reporting and implementation of flow monitoring surveys in the vicinity of Calais and Dunkirk in line with general DTM operations globally. The objective of the assigned consultancy activities is to provide humanitarian organizations and national authorities with data on the numbers, routes, and reasons for migrants seeking to reach Europe.

Core Functions / Responsibilities:

1) Ensure strict adherence to the project scope and activities as set forth in the project proposal.
2) Provide reliable information on the profiles and motives of Afghan and Pakistani migrants in Calais and Dunkirk region (France).
3) Provide reliable information on current flows of migrants towards and in Europe.
4) Compile and report on regular basis, in a systematic way, advanced notifications on migrant arrivals and collect disaggregated data on groups of migrants/asylum seekers (arrivals, transfers, present in the reception centers among others), from humanitarian and governmental stakeholders present on the ground.
5) Conduct at least 12 Flow Monitoring surveys per day, targeting Afghan and Pakistani migrants/asylum seekers within Calais and Dunkirk region (notably in the Calais ‘jungle’ and other informal settlements), using paper forms or tablets (ODK technology), while respecting protection principles, in particular with persons with specific needs;
6) Update flow monitoring points (FMP) information on a regular basis;
7) Report on weekly basis on the activities conducted and the realities/issues encountered on the ground and make relevant recommendations;
8) Respect IOM’s Data Protection Principles;
9) Perform other duties as they might be assigned.

Required Qualifications and Experience:

Education:

 Bachelor degree or higher in the field of Political or Social Sciences, Development Studies, Human Rights, International Relations, Law or a related field from an accredited academic institution with at least two years of relevant professional experience;
 Specialised training in the area of data-collection and/or interviewing vulnerable groups is an advantage.

Experience:
 Experience in data-collection and data-compilation.
 Experience in interviewing vulnerable groups.
 Experience in reporting.
 Familiarity with historical migration flow from Afghanistan and Pakistan is an advantage.
 Familiarity with the region (“Calais Jungle”) is an advantage.

Languages:
 Fluency in either Urdu, Pashto, Dari/Farsi is required (applicant should be fluent in at least one of those three languages)
 Fluency in English is required.
 Fluency in French is an advantage.

Other:
 Candidates are requested to be mobile and fully committed to fieldwork.
 Candidates with French nationality or eligible EU citizens, or those with a valid work permit for France.
 Candidate should hold a European driver-license in order to commute to and from data-collection field locations.
