Objectives:
The Consultant shall conduct the green growth economic assessment, analysis and policy recommendations related to GGGI 2016 initiatives in Senegal, in the areas of green secondary city development and the roadmap for the implementation. The Consultant shall provide support to the development of the strategic investment plan for green growth initiatives supported by GGGI in Senegal.
Scope of Work:
The Consultant shall assist in developing a national roadmap, guidelines, green city investment strategy and bankable projects, in close collaboration with GGGI Staff, Consultants, government officials, and public and private sector development partners.
The work of the Consultant shall be guided by the key policy, strategy and planning, documents below:
- Plan Senegal Emergent 2035
- Priority Action Plans
- National Sustainable Development Strategy
- Sustainable Development Goals (SDG)
- Nationally Determined Contribution (NDC)
- GGGI's Strategic Plan 2015-2020
- GGGI's Biennium Planning Direction and Budget Framework 2017-2018
The Consultant shall review and assist in developing stakeholder assessment, including a situation analysis for green growth initiatives undertaken by GGGI in Senegal.
The Consultant shall build on, and arrange a series of sectoral and expert consultative meetings, to further the understanding of causes and effects to green city development.
The Consultant shall build and cultivate partnerships with international development partners, local governments, civil society organizations and private sector entities,
Outputs
In alignment with the government's strategies priority, the Consultant shall use GGGI' lessons learned in Rwanda and other country' programs, the current development priorities of the Government of Senegal, ongoing projects and programs for key development partners, and the input from key government and non-government stakeholders to develop a set of green city guidelines and related implementation roadmap for green city guidelines and related implementation roadmap for green city development. This will catalyze a coordinated process of green city development in Senegal.
The Consultant shall provide the following:
Output 0: Workplan: The Consultant shall draft and submit a detailed work plan to follow, for the Country Representative's approval. This is due by the end of Week 2.
Output 1: Desktop analysis and framing the discussion: Review existing green growth/climate change and green urbanization related documents in Senegal, and provide advice on how green growth/climate change aspects can be mainstreamed into Senegal's urban planning and urban economic development in an environmentally and socially sustainable manner;
Output 2: economic and climate change related analysis: Conduct economic and climate change related analysis and provide expertise in the inter-linkages of special, environmental and economic visions of Senegal secondary cities, and the economic impact of green cities development and bankable projects. This is due by the end of Week 8.
Output 3: strategic and technical input: Provide strategic and technical input to prioritize key urban infrastructures and services in secondary cities and to support the formulation of the National Roadmap and associated investment strategy from the perspective of climate change and economic development in secondary cities. This is due by the end of Week 10
Output 4: feasibility studies and resource mobilization: Provide advice to (pre) feasibility studies for specific investment projects and identify resource mobilization plans for each of the secondary cities identified for the roadmap. This is due by Week 14.
Output 5: Capacity building: Design and implement capacity building programs and knowledge sharing activities in collaboration with the Capacity Building Specialist, targeting the key stakeholders' capacity development needs for the implementation of the roadmap for green secondary cities. This is due by the end of Week 12 for the design of the capacity building program(s) and by the end of Week 16 for its implementation.
All outputs must be in English. Inputs provided by government authorities, used for preparatory work with stakeholders and that were developed in consultation with counterparts can be accepted in French.
Qualifications
Advanced university degree in economics, urban economics, climate change/sustainable development and/or related fields
At least five years of experience in the same field, preferably in a developing country context
Demonstrate understanding of the economic, social and/or environmental aspects relevant to green growth/ climate change planning in a developing country context will be a plus.
A good understanding of Senegalese sustainable and green growth urban plan will be a plus
Extensive experience in research and policy level analysis
A track record in managing complex programs, involving capacity building and knowledge dissemination activities, and collaboration with multi-stakeholder partners
Knowledge and experience working with high level government officials.
Fluency in both spoken and written English and French is a requirement. Knowledge of a local language in Senegal would be an advantage.
