Medical Care Development International (MCDI), a division of Medical Care Development, Inc., is a private, non-profit voluntary organization founded in 1977 with offices in Silver Spring, Maryland, United States of America. MCDI’s mission is to enhance the wellbeing of peoples and communities in developing nations through superior technical assistance in health and socio-economic development. Since 1977, MCDI has provided technical assistance to over 40 countries and institutions in Africa, Latin America and the Caribbean, Asia, and the Middle East.

Overview of the Position

MCDI is seeking candidates for the Director of Finance and Administration position for an anticipated rural water supply, sanitation and hygiene (WASH) Program funded by USAID in Madagascar. The primary goal of the Program is to increase access to sustainable WASH services in targeted rural areas of Madagascar. Specifically, the Program would expand access to sustainable WASH services, facilitate improved behaviors and use of those services, develop and support public-private partnerships, and strengthen governance at the community, commune, regional and national levels.

The Director of Finance and Administration would be responsible for all Program accounting and sub-grants management, and for ensuring that financial operations are in compliance with USAID regulations.

The position is contingent on successful award of the Cooperative Agreement to MCDI.

Duties and Responsibilities

  • Responsible for ensuring that adequate financial management systems are in place and functioning;

  • Work in close collaboration with the COP on all Program accounting and sub-grant management, and financial planning and operations to ensure the achievement of expected Program results and objectives, and in compliance with USAID financial management regulations;

  • Building upon MCDI’s experience in sub-grant management in Madagascar and other countries (under the Global Sanitation Fund), lead the development of systems, tools and procedures for the selection, award and management of sub-grants in accordance with MCDI’s procedures and tools for sub-grant management and those of USAID.

  • Maintain transparent financial and reporting procedures and effective operation of financial controls;

  • Assume responsibility for record-keeping, financial functions and internal control systems;

  • Provide concise and timely financial reports that will give an overview of the financial status of the award;

  • Mentor Program staff and sub-grantee staff in financial and administrative policies and procedures for Program finance and sub-grant management; this includes advising and mentoring sub-grantee organizations in record-keeping, financial functions, procurement, personnel, reporting and other compliance issues.

Required Qualifications, Skills and Experience

  • Master of Finance degree and CPA or a relevant accounting degree from a recognized University or equivalent;

  • At least a minimum of 10 years’ relevant working experience. USAID program financial management work experience is preferred.

  • Demonstrated experience in managing and supervising a team who is spread out geographically;

  • Expert computer skills in Microsoft Office and accounting software;

  • Outstanding interpersonal skills and eager to work in a multicultural organization;

  • Full professional proficiency in English and French; Prior experience working in Madagascar is strongly preferred.
