Established in 1951, IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental partners. IOM
is dedicated to promoting humane and orderly migration for the benefit of all. It does so by
providing services and advice to governments and migrants.
Internal and external candidates will be considered for this vacancy. For the purposes of this
vacancy, internal candidates are defined as staff members holding a regular, fixed-term or
short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on
Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the
Organization, unless otherwise specified in their contract. Staff members holding a regular,
fixed-term or short-term graded contract will not retain their contract type if appointed to an
ungraded position.
Context:
Madagascar became a member of IOM in 2001. Main activities in country to date have related
to the preparation of National Migration Profile, assistance to vulnerable migrants, as well as
provision of technical support and advisory to the Government of Madagascar (GoM) in the
fields of Counter-trafficking, Labour Migration, Migration, Environment and Climate Change, and
Diaspora engagement. IOM is in the process of deepening its partnerships with a number of
ministries and United Nations Agencies with the launch of one Counter-trafficking (CT) project,
and one Immigration, and Border Management (IBM) project.
Under the direct supervision of the Head of Office, and in coordination with relevant Units at the
Regional Office (RO) for Southern Africa in Pretoria, and at Headquarters, the Project
Coordinator (Migration Management) will be responsible and accountable for the general
supervision and implementation of all Counter-Trafficking (CT) and Immigration and Border
Management (IBM) activities in Madagascar.
Core Functions / Responsibilities:
- Coordinate and oversee the implementation of IOM Madagascar’s Migration Management projects through effective programming and planning in immigration and border management (IBM) and counter-trafficking (CT) areas.
- Monitor the progress of projects with regard to their objectives, deliverables, and benchmarks; and prepare narrative and financial reports in accordance with donor’s requirements, IOM regulations, and established procedures.
- Monitor the financial management of all activities implemented under the IBM and CT areas,undertake financial analysis of the projects and make recommendations on project's budget execution.
- Coordinate and implement project activities in close coordination and collaboration with partners, stakeholders and beneficiaries including the government, UN agencies, NGOs, migrants and communities.
- Liaise with and act as IOM focal point to relevant government counterparts such as the Bureau National de Lutte contre la traite des Etres Humains (BNLTEH), Ministries of Justice, Social Affairs, Foreign Affairs, Public Security, Interior, and others; and represent IOM in relevant forums and coordination groups;
- Ensure the timely recruitment of international/national contractors, consultants and/or experts required for the implementation of the projects, in accordance with IOM’s procedures andm regulations.
- Coordinate and organize training programmes and capacity building sessions for government stakeholders and partners on Migration Management in close coordination with relevant IOM missions, and relevant Units at the RO and HQ.
- Oversee the provision of direct assistance to vulnerable migrants (victims of trafficking, stranded migrants, etc.) who are eligible to receive IOM support.
- Identify constraints and obstacles to the implementation of projects assigned, propose solutions and/or consult the HoO in a timely manner.
- Ensure adequate information management of project activities including awareness-raising, regular updates, press releases and production of other relevant communication and visibility materials. Respond to any ad hoc information requests from IOM units, donors, partners and the Government of Madagascar.
- Monitor national and regional migration trends under the areas of responsibility and develop project proposals.
- Undertake duty travels within Madagascar and abroad related to project activities as required.
- Supervise and mentor the Project Assistants assigned to the projects.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
Advanced University degree from an accredited academic institution preferably in International Relations, Law, Security Studies, Social Sciences or related field – alternatively an equivalent combination of training and practical experience;
ExperienceGood knowledge of human trafficking, irregular migration and IBM issues in Southern Africa;
At least two (2) years progressively responsible, relevant professional experience and expertise in managing and implementing CT and/or IBM projects;
Experience with project development & management and liaison with governments, UN agencies and international cooperating partners;
Experience in Francophone Africa an advantage;
Strong management and facilitation skills;and
Competent use of computer resources.
Languages
Fluency in English and French is required.
