Chemonics seeks a policy and analysis specialist for Hay Tao, an anticipated five-year, USAID-funded conservation and resilient livelihoods project in Madagascar. This project will work to reduce threats to targeted ecosystems by advancing the enabling conditions and policy frameworks that support improved community-based biodiversity conservation, enhanced security of land and natural resource use rights, and effective civil society engagement in environmental governance and climate resilience strategies. We are seeking individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Act as the leader for conducting analysis on activities in conservation, livelihood, resilience, gender/youth, environmental governance, and partnerships with the private sector. Translate findings into policy recommendations and reforms. Directly supervise staff working on these issue areas.
- Serve as a principal liaison with the IT/database specialist for exchange and analysis of data and information, and with the institutional development specialist for related training and communication activities
- Monitor multi-sector analytical activities and keep the chief of party and deputy chief of party apprised of any issues related to program management and implementation of activities
Qualifications:
- Bachelor's degree (required) or Master's degree (preferred) or equivalent in forestry or another degree related to biodiversity, natural resources management, environmental law, or public policy
- At least ten years of experience leading teams to conduct sector analysis and policy review for public use
- Excellent analytical skills in multi-disciplinary activities and policy development linked to conservation, livelihood, resilience, gender/youth, environmental governance, and partnerships with the private sector
- Strong understanding of community rights, community-based approaches, livelihoods, and engagement
- Strong background in environmental issues and politics, particularly in Madagascar preferred
- Substantial managerial experience with international development programs with skills in strategic planning, management, and supervision
- Strong communication skills, both interpersonal and written, to fulfill the required technical and managerial responsibilities
- Demonstrated leadership, versatility, and integrity
- Experience with USAID programs is desirable
- Excellent verbal and written communication skills
- Strong English and French writing and speaking skills; Malagasy preferred
