The post holder will coordinate and implement the policy research agenda of inequality campaign as well as optimising the evidence based Even-it-up campaign and advocacy work. We are looking for someone to achieve a significant impact on Oxfam’s ability to change governments and regional institutions policies and practices, especially in relation to access to and financing of essential services. The post holder will contribute to strengthening our portfolio of publications and policy advocacy debate around inequality /Tax Justice, commission co conduct and manage policy-relevant, high-quality and innovative research on Tax and inequality theme
Responsibilities include: Commission and supervise policy research on major inequality issues in the region and ensure optimum dissemination of findings. Support development and implementation of the Even-it-up advocacy and campaign strategies, ensuring measurable impact and a strong integration of monitoring, evaluation and learning (MEL), alliances building and policy, advocacy, public campaigning, media and programming work. Present Oxfam’s experiences in tax research in local, national and international forums. Engage technical dialogue with WAEMU and ECOWAS on inequality and tax research results. Establish and strengthen alliances with local and regional networks of key stakeholders, including national and regional health and education coalitions
Skills and competencies required include:
- A degree in a relevant discipline preferably in Economics, or International Development Finance with specialisation on fiscal /tax issues, statistics and human rights. The person can be a tax policy expert or a social policy expert with significant working experience in social policy and/or social protection in an International Organisation (E).
- In-depth knowledge of key African development and governance concepts, processes and institutions, especially in relation to: International Development Finance, Tax & Development and Tax Justice; West Africa context work experience(E);
- Experience in an international policy, development research environment, i.e. in quantitative and qualitative data analysis and policy-orientated research, demonstrated by publications and reports(E);
- Strong knowledge of, and work experience in, at least one of the following: inequality policies, causes and trends, taxation and public services (esp. health and education) as well as an understanding of approaches to social justice and social inclusion (E).
- Excellent communication skills both verbal and written and skilled spokesperson, with ability to represent advocacy messages with authority and credibility to the outside world, (E) ).
- Ability to work in both French and English, excellent working knowledge of English is essential (E)
- Strong project management experience
