Senegal: Senior technical advisor for human resources management

Chemonics seeks a senior technical advisor for human resources management for USAID's Human Resources for Health in 2030 Project (HRH2030). HRH2030 improves health outcomes and advances universal health coverage by improving health workforce accessibility, availability, acceptability, and quality. In Senegal, HRH2030 provides technical assistance to the Ministry of Health and Social Action to strengthen human resources for health (HRH) management and health personnel development. The senior technical advisor will support HRH strengthening activities in Senegal and will report to the national project director. This is a local hire, to be based in Dakar. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:​

  • Work with ministry staff to identify human resources needs and operational policies and procedures for all employees and health facilities
  • Support central and regional government leaders, in health and other sectors, to develop, deploy, and retain HRH
  • Develop leadership, mentoring, and governance skills among senior health executives in national public service
  • Work with donors to design and implement national policies, strategies, and guidelines
  • Develop strategies to strengthen the human resources capacities (such as job description writing, competency-based performance assessment, employee incentive system design, and use of data for decision-making) of ministry staff
  • Provide technical input on human resources management for HRH policy activities, organizational development, and human resources development, focusing on establishing a supportive environment to maximize staff productivity
  • Contribute to monitoring and evaluation of human resources management indicators, including development of monitoring tools and mechanisms for workforce planning, recruitment, deployment, and retention​
  • Develop, in collaboration with the project director and monitoring and evaluation manager, an evaluation plan to assess effectiveness of human resources management interventions in the ministry
  • Provide expertise in HRH information system software (such as iHRIS) and improve data for HRH decision-making

Qualifications:

  • Master's degree in human resources, management, public administration, computer science, or other relevant discipline
  • Ten years of professional experience in human resources, organizational development, human resources management, or health workforce improvement; minimum five years of experience in a senior management role
  • Demonstrated experience developing and implementing human resources policies and procedures in health ministries, or other large public sector health organizations
  • Familiarity with proven approaches to increase human resources management capacity and strengthen health workforce performance and productivity
  • Experience using data for decision-making
  • Proven ability to work as part of a team, preferably on a USAID-funded project
  • Demonstrated leadership, versatility, and integrity
  • Excellent written and verbal communication skills in French and English
  • Experience in Senegal; this is a local hire
