France: Lyon, Technical Advisor in Accessibility and Inclusive Local Governance, 10 months contract

Handicap International is an independent and impartial aid and development organisation working in situations of poverty and exclusion, conflict and disaster. CONTEXT: As the Sustainable Development Goals now include explicit references to persons with disabilities, inclusion of persons with disabilities in all areas of development is gaining momentum. Drawing from its field experience and guided by the UN Convention on the Rights of Persons with Disabilities (CRPD), Handicap International works to ensure that these commitments effectively transform into concrete measures that enable the full participation of all persons with disabilities. Accessibility is a key requirement at the core of inclusive development. It needs to be considered in a systematic way, complemented with reasonable accommodation measures, and be relevant for all. Accessibility of infrastructures, housing, transportation systems, information and communication is often a core competency of decentralized authorities and therefore should be mainstreamed into urban planning and local development priorities. The support to Civil Society Technical Unit needs to gain strength on this thematic and is looking for a Technical Advisor on Accessibility and Inclusive Local Governance.

OBJECTIVES OF THE POSITION: Under the management of the Head of Support to Civil Society Technical Unit, you will provide technical support to ensure optimum integration of accessibility and inclusive local governance concerns throughout the work of HI, including dedicated projects, programme strategies and organizational functioning. Your main responsibilities are:

  1. Define and develop technical positionings of Handicap International in the area of accessibility and inclusive local governance
  • Based on recent reviews and assessment, integrate recommendations and streamline the unit action plan in the areas of accessibility and inclusive local governance

  • Prioritize needs for technical guidance and tools; coordinate the development of these tools and publications in close collaboration with concerned colleagues, valuing contributions from the field, and integrating relevant innovations

  • Define possible interventions and relevant tools and methods for emergency contexts

  • Contribute to team meetings, team strategy and monitoring progress in link with HI Federal Strategy

  1. Ensure active follow-up of innovations and developments in these thematic areas, develop professional networks in relation to new opportunities (e.g. SDGs)
  • Review current partnerships and opportunities in order to develop, strengthen and promote HI's expertise in accessibility and inclusive local governance

  • Engage actively in networking and attend technical conferences as relevant

  1. Provide technical support to projects to ensure quality of HI dedicated interventions in accessibility and inclusive local governance.
  • Ensure timely distant support to field teams and projects focused on accessibility and inclusive local governance, in close collaboration with other TAs from the unit

  • Conduct field missions as relevant, guide external evaluations and ensure follow-up of recommendations

  • Document relevant experiences and ensure cross-fertilization within the organization

  1. Provide technical guidance to headquarters, programmes and projects towards a more systematic and qualitative integration of accessibility concerns and relevant ILD methods across the organisation.
  • Review outcomes from the preliminary accessibility audit of HI HQ, propose and lead on more in-depth diagnosis, contributing actively to making HI more inclusive

  • Contribute to relevant working groups to provide accessibility recommendations

  • Support the systematic integration of accessibility concerns into programme strategies, and provide relevant recommendations in this regard

PROFILE REQUIRED :

You have:

  • 5 years of experience in architecture/ urban planning, international development and at least 3 years of experience in working with persons with all types of disabilities on inclusion and barrier removal

  • Demonstrated experience in at least two areas relevant to the position: inclusion of discriminated groups, inclusive local governance, planning accessible cities and environments, advocacy and community mobilization, inclusive public policies, accessibility of information and communication

  • Experience in managing or advising projects in developing countries

You are:

  • Passionate about inclusion and accessibility

  • A strategic thinker, with ability and interest in developing systemic social change strategies

  • Committed to participatory, inclusive approaches and empowerment of persons with different types of disabilities

  • Recognized for your ability to transfer skills and train or coach others

  • Proficient in French and English

  • Familiar with using participatory approaches and committed to a human rights approach to development

CONDITIONS OF THE POSITION:

  • Type of contract: Fixed term contract of 10 months starting March 2017

  • The position is based in Lyon, with regular trips to Lyon and field programmes

  • Wage : from 2350 € gross salary, and more according to profile and experience

  • Luncheon vouchers, Complementary health insurance

  • 39 hours a week with 22.5 days off (time reduction) to take in a year, in addition to 5 weeks of annual leave
