Department Overview
Pact seeks a Program Manager for an anticipated, USDOS-funded program to increase women’s participation in community consultations with oil and gas companies so they can represent their own needs, advocate for their share of revenue, jobs, and other benefits; and join in community decision-making processes. The program will increase women’s participation in community consultation with the hydrocarbons private sector by providing them with training on how to form community councils, participate in existing community leadership bodies, or otherwise engage the private sector to advocate for their interests, needs, and share of the benefits as they relate to the development of hydrocarbons in areas that affect their communities. It will also engage oil or gas companies and men in the community to ensure that women will be welcomed into consultations. The program will create a resource of lessons learned and best practices to assist others in designing and implementing programs with similar goals in other locations. This position is contingent on award.

Position Purpose
The Program Manager will be responsible for leading a new program that aims to increase women’s participation in community consultations with oil and gas companies so they can represent their own needs and advocate for their share of revenue, jobs, and other benefits; and join in community decision-making processes. The program will train women in communities that are the sites of planned oil or gas activities; identify and train women from nearby communities who can return to those communities and train their peers; train adolescent girls in the community, highlighting their rights and to encouraging future leadership; and train men to emphasize the benefits of women’s participation in consultations to the whole community. This position is contingent upon award.

Key Responsibilities
Manage the execution and implementation of program plans and budgets by Pact in a timely, effective manner using adaptive management techniques to predict and accommodate changes in the operating environment;
Supervise program staff on a day-to-day basis including recruitment, internal training, timely remuneration, performance management, etc.;
Manage relationships with key stakeholders, including government, private sector and the donor, ensuring stakeholders with differing agendas and challenging demands/constraints are coordinated in a positive way;
Coordinate in day to day management and implementation of the program in accordance with the work plan;
Lead the development, review, and editing of all program documents including progress reports, program descriptions, implementation plans, budgets, and MERL plans;
Represent the program at local and national public events;
Develop technical papers, presentations, and reports to document program implementation, key achievements, best practices, and lessons learned to share with the donor and other relevant stakeholders;
Assist with closeout activities, including final financial and programmatic reports and property disposition; and
Perform other reasonable duties as assigned.
Basic Requirements
A Master’s degree in International Development, Program Management, Community Engagement, or a related field, with specific emphasis on community-level mobilization and/or capacity building;
Minimum of 10 years’ experience managing USG-funded programs, with a strong preference for candidates who have previously lived and worked in Madagascar;
Demonstrated experience with gender/women’s inclusion programming;
Demonstrated experience successfully engaging or partnering with the private sector and government;
Ability to work independently, take initiative, and manage a variety of activities concurrently;
A strong team player with excellent interpersonal skills and ability to work in challenging environments
Ability to communicate (verbally and in writing) technical issues effectively and persuasively;
Fluency in French, English, and Malagasy
Ability to use MS Office (Word, Excel, PowerPoint)
