Senegal: Education Sector Response to Early Pregnancy and to Child Marriage : A Review of Country Policies and Programs in West and Central Africa

Purpose of the Assignment

General objective: Better understand the education sector response to early pregnancy and to child marriage in 12 selected countries in West and Central Africa

Specific objectives:

  • Provide an analysis and mapping of the institutional environment in the education sector - highlighting both supportive and challenging features - regarding early pregnancy and child marriage
  • Identify current programmatic interventions in the education sector which are implemented with a view to responding to early pregnancy and child marriage, and highlight lessons learnt and good practices
  • Identify existing data and evidence on teenage pregnancy, child marriage and school exclusion in selected countries as well as regionally and globally, and identify knowledge gaps that warrant further research in the region
  • Identify key elements that should form part of a regional strategy on addressing the prevention and response to teenage pregnancy and child marriage in the education sector
  • Assignment Tasks

    Activities:

  • Conduct a desk review of key global and regional publications related to school exclusion, early pregnancies and child marriage[1]
  • Review of key elements of successful policies to support pregnant girls/married girls in LMIC[2]
  • Produce an overall detailed analytical framework
  • Develop an online questionnaire to administer to the 24 UNICEF Country Offices
  • Develop a questionnaire for key informant interviews and administer it to a wide variety of stakeholders at the regional level and in the 12 selected countries
  • Conduct desk review of education policies and other key documents focusing on the 12 selected countries
  • Develop an exhaustive and annotated bibliography for each of the 12 selected countries as well as for the regional level
  • Develop a brief country profiles for each of the 12 selected countries highlighting key data on education, teenage pregnancies and child marriage, key policy provisions, key issues and key promising practices
  • Conduct missions to 4 selected countries to collect key documents and conduct key-informant interviews and focus group discussions[3]
  • Produce a comparative analysis of education policy responses in the region, including illustrative textbox examples
  • Highlight key recommendations for the regional and country levels.

  • The consultancy will take place over 70 days between 1 April and 30 July 2017. The consultant will work under the supervision of the WCARO Education Specialist in charge of the Out of School portfolio.

    Qualifications of Successful Candidate

    Education

  • An Advanced University Degree in education, economics, psychology, sociology or other social science field is required;
  • Years of relevant experience

  • Eight years of progressively responsible experience in education or child protection programme formulation, planning, management, and monitoring and evaluation, research with focus on equity and gender.
  • Experience in working on sensitive issues related to gender equality and education, teenage pregnancies, and/or child marriage
  • Proven ability to carry out research, institutional analyses and policy reviews
  • Familiarity with UNICEF programme policies, procedures and processes an asset
  • Familiarity with West and Central Africa context, or LMIC and experience in collecting data in these contexts
  • Fluency in English and French mandatory
