The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France, with region and country offices in the Africa, Asia Pacific, Europe, Latin America, North America and South-East Asia regions. The focus of our work is on tuberculosis and lung disease, as well as related challenges such as HIV and tobacco control, with emphasis on their impact in low- and middle-income countries.

The Position:
Reporting to the Executive Director, the Global Finance Director is the senior executive leader for global financial strategy and accounting. S/he plays a lead role in ensuring the financial and accounting integrity and vitality of the organization. S/he develops and executes a strategic vision for the global position financial function, monitors and forecasts global financial data to identify critical issues for senior management, ensures a sound internal control environment, maintains collaborative partnerships with offices and departments directors globally and creates a strong network among finance staff globally.
This position offers a permanent, full time (CDI) contract with an attractive salary. Applicants should have a valid work permit for France.
Main Responsibilities:
Strategy and Leadership
· Develop and execute a strategic vision aimed at facilitating management efforts to ensure vitality and growth, including building unrestricted funds to a level that allows for strategic flexibility
· Submit to the EMT and the Board of Directors analytical reports and forecasts that support decision-making
· Direct and oversee all aspects of the finance and accounting functions of the organization to design a strategy for The Union in terms of its finance
· Provide leadership in the development for the continuous evaluation of short and long-term strategic financial objectives
· Establish and maintain strong relationships with senior executives as to identify their needs and provide recommendations to strategically enhance financial performance
· Work in collaboration with senior executives to grow The Union’s activities through fundraising, formulating strategies and plans
· Establish strong working relationships with external parties including donors, governments and partners
· Take proactive role to ensure the effective functioning and capacity growth of collaborators through empowered coaching, collaboration and learning
Operational Management
· Sign off the budgets of all proposals projects
· Oversee budgeting, forecasts, financial modelling and analysis
· Develop and implement all finance and accounting policies and procedures
· Ensure all financial controls are in place
· Provide timely and accurate analysis of budgets, financial trends and forecasts for better informed decisions at functional and departmental levels
· Manage Finance and Accounting staff, including recruitment, supervision, development and performance evaluation
· Ensure finance and accounting processes are consistent across the organisation
· Ensure that The Union complies with all legal and regulatory requirements
· Coordinate the provision of information to external auditors for the annual audit and ensure that record keeping meets the requirements of auditors, donors and governments agencies
· Follow projects expenses and ensure proper financial to donors in conformity with their requirements
· Ensure circulation of information between all The Union’s entities
· Maintain regular communications with The Union offices and technical department directors
· Work closely with NTBF and contribute to proposals budgets review to control quality and methodology application
· Supervise the finance and accounting documentation to ensure there is a detailed record to use for future reference
Qualifications:
· Master’s degree in accounting, Finance and/or Business Administration (Preference will be given to candidates with MBA in Finance)
· 15+ years of related experience in a multinational organization. NGO experience strongly preferred
· Experience reporting to the Board of Directors
· Good knowledge in international accounting norms
