Position Title: Recruitment and Training Manager
Salary: 2500 - 2800 Euros Net / month + benefits (salary exempt of French income tax, annual bonus)
Duration: Two (2) years – Renewable for an unlimited number of times according to performance
Context :
The World Organisation for Animal Health (OIE) is an intergovernmental organisation recognised by the World Trade Organization as a reference Organisation for intergovernmental standards concerning the sanitary safety of international trade of animals and products of animal origin and zoonoses, and is in charge of improving animal health, veterinary public health and animal welfare worldwide, as well as transparency of the global animal disease situation.
The OIE maintains permanent relations with over 70 international and regional Organisations and has 12 regional offices around the globe.
Summary:
You will be responsible for providing support to managers in the recruitment of staff and aligning the recruitment process with the strategic objectives of the OIE, as well as developing, promoting and implementing the OIE’s staff development programme.
Responsibilities :
Under the direct supervision of the Head of the Legal Affairs and Partnerships Unit (LAPU), and in collaboration with the managers in charge of personnel administration and organisational performance management, you will be responsible for the following:
• Provide support to managers in terms of staff recruitment;
o Provide advice and assistance with writing job descriptions;
o Develop and implement staff sourcing opportunities and social media communication strategies (including for interns);
o Participate in applicant interviews for non-managerial positions;
o Monitor and implement best practices in recruitment.
• Monitor staff activities and performance
o Review annual interviews;
o Ensure that job descriptions are regularly revised and accurate descriptions in place;
o Follow-up and advise management on staff career evolution;
o Monitor and advise the Head of the LAPU on performance-related issues;
o Participate in the development and implementation of a staffing plan (including secondments from Member countries).
• Develop and implement a staff development program
o Identify training and development needs in the Organisation through job analysis, annual interview reviews and regular consultation with managers and staff;
o Prioritise needs and define annual and multi-annual training programmes aligned with the OIE strategy for both staff and managers;
o Monitor and review the progress of trainees;
o Oversee the delivery and assessment of training programmes;
o Research opportunities and methodologies for workplace training and development.
• Provide support in the development of HR initiatives
o Monitor HR best practices in international organisations;
o Actively participate in the review and/or drafting of HR policies and procedures;
o Scope tools for the development of HR management systems;
o Participate in the design and promotion of HR communication tools and media.
Qualifications and Experience
Qualifications:
- Master’s degree in Human Resources, Social Sciences, or Business and Administration (or equivalent) with a minimum of 3 years’ experience in either a generalist or specialist HR position
- An undergraduate degree (Bachelor’s degree or equivalent) in these fields with at least 5 years’ experience in either a generalist or specialist HR position
Requirements:
Technical skills:
- General knowledge of employment best practices
- Strong analytical skills
- Excellent computer skills in a Microsoft Windows environment
- Excellent command of English and French, both written and oral
- Experience in recruitment methodologies would be an asset
Soft skills:
- Proven practice of a high level of confidentiality, consistency and fairness
- Excellent listening and communication skills and the capacity to form effective working relationships
- Curiosity, initiative and a willingness to challenge organisational practices where necessary
- Strong team player in a multicultural environment
This position may require flexible hours at times to complete specific HR projects. You may have to handle various demands/projects at the same time and will need excellent organisation, time, and stress management skills to complete the required tasks.
