The Day-to-Day
Development Gateway (DG) is currently implementing an exciting program with UNICEF to increase the use of data published to the International Aid Transparency Initiative (IATI) within the Madagascar Aid Management Platform (AMP). The Aid Management Consultant will be an integral part of this program.
The Aid Management Consultant (AMC) will build the capacity of Government of Madagascar counterparts in the Prime Ministry to interpret, understand, and use IATI data. This includes support to Ministry staff and Development Partners in mapping IATI to AMP data, how to use the IATI import tool, and ensuring development partners are able to use the data for AMP inputs and updates. The AMC will track any issues reported with system usage, and server as the first point of contact from users of the IATI Import tool.
The AMC is expected to have a high comfort level in using and working with development data, and a commitment to transferring knowledge and skills to government counterparts. The AMC will attend a two week training to be held in Washington, DC prior to being based in Antananarivo for the final 3 months.
Responsibilities :
- Train Madagascar Prime Ministry staff on how to access and interpret IATI data, how to identify quality IATI data and usefulness
- Train Ministry staff on how to use the IATI Import tool to map IATI data to AMP data
- Support the Ministry in coordinating and training development partners, including UNICEF staff, on how to use their IATI data within the AMP
- Liaising with the DG technical team regarding technical issues or questions from partners’
- Validation of data in the system; checking for data inaccuracies and data completeness
- Provide feedback on and feed into training tools created and used
- Build capacity of government staff and other stakeholders on how to use the imported data, combined with existing AMP data for statistical and geospatial analysis, creating and improving government reports using IATI data.
- Outreach to other government ministries and donor country office stakeholders regarding IATI data
- Preparation of professional presentations for meetings
Experience and Skills :
- At least 2+ years of proven data analytics and data management
- Excellent communication skills
- Excellent presentation skills
- Fluency in French required
- Fluency in English highly preferred
- Capability to work independently and with a team
- Excellent knowledge of MS Office software (Word, Excel, Power Point)
- Experience in training and capacity building
- Professional demeanor and excellent interpersonal skills
- High level of comfort adapting to new systems and technologies
- Demonstrated self-direction and personal initiative
- Experience working with development funding data preferred
- Familiarity with the International Aid Transparency Initiative a plus
- Preference will be given to candidates from Madagascar and the region.
