France: Grant Writer : Regional project to support children facing mobility (Benin and Nigeria)

Plan International is a federation of 52 countries of implementation and 21 support offices, united to advance children’s rights. In each of the 52 countries of implementation, offices have been set up to support people needs at the closer level. Plan International is already present in both Benin and Nigeria. Our main thematics of intervention are education, vocational training, health, protection and children’s right advocacy.

In July 2016, Plan International France responded to a call published by the French Agency for Development (Direction du partenariat avec les ONG – DPO de l’AFD). The concept note submitted aimed at implementing a regional project to support children facing mobility in Benin and Nigeria. As this concept note has been approved by the AFD, Plan International is now seeking a Grant Writer to develop the full project proposal (to be submitted to the AFD before July 31th, 2017).

1.Background

For socio-economic, cultural and political reasons, West African countries (including Benin and Nigeria) are experiencing significant displacement of populations in search of well-being. Recently, migration’s causes shifted from a strategy of management of social, economic and financial crises, to a mean of social promotion for young people and their families.

Once assimilated to trafficking, migration of children was mainly countered through State repression. However, these actions releveled as inefficient and do not guarantee the best interests of children.

Benin and Nigeria are areas of source, transit and destination for children in mobility. Both countries face inside and regional flows.

Plan International has been acting in Benin since 1994 and since 2014 in Nigeria. Its activities aim at strengthening children's rights at community level, especially focusing on girls’ rights. In Benin, program units are implemented in Couffo, Bohicon and Natitingou, and in Nigeria, in Lagos, Cross River, Adamawa, Bauchi, Zamfara, Sokoto and Borno.

Several projects have been implemented by Plan International to support children facing trafficking:

  • In Togo, Cameroon, Benin, Ghana and Nigeria a project aiming at fighting against trafficking in human beings have been implemented from November 2013 to June 2016. This project aimed at reducing trafficking through training and awareness of key actors working in shelters and civil society organizations. It’s activities also supported the set-up of a relevant legal framework for combating trafficking in human beings and to strengthen regional cooperation taking into consideration cross-border trafficking;

  • In Togo, a project was implemented from June 2014 to December 2017 (“PROVAC”). The activities implemented aimed at stopping violence against children, especially from trafficking, by reinforcing the communities’ capacities.

  • In Benin, a project was implemented from September 2016 to April 2017. The activities implemented aimed at reducing children violence by fighting against trafficking in children in the Abidjan to Lagos corridor. It focused on strengthening inter-communal, communal and community structures.

2.Presentation of the regional project to support children facing mobility in Benin and Nigeria

This project aims at reducing the vulnerability of children and young people facing mobility, at fighting against child trafficking by strengthening existing mechanisms of protection, and at reinforcing support to young people before and after their mobility.

General Objective:

To reduce the vulnerability of children facing mobility (including children at risk or victims of trafficking), by strengthening existing mechanisms of support for young people before and after their mobility, and by supporting them with improved access to school and/or vocational training.

Specific objective:

To strengthen the capacity of organizations and communities (communities, schools, youth groups) in protecting young people in situations or at risk of mobility/trafficking, and to reduce the risk of mobility by increasing access and attendance to education and vocational training, and by supporting the development of economic opportunities for young people.

3.Purpose of the consultancy

The consultant will provide support to the Plan International teams in developing the full project proposal, taking into account the concept note submitted and the AFD guidelines. He / she will work with Plan International teams in France, Benin and Nigeria (visits to be planned).

Consultancy objectives:

  • Define the areas of intervention of the project, taking into account the transnational aspects of children mobility flows and Plan International areas of intervention

  • Define a regional strategy of intervention, ensuring the quality and sustainability of the project

  • Precisely identify the number of beneficiaries and the methodology and selection criteria, paying specific attention to the situation of young girls

  • Design the logical framework: indicators, expected results, risks and assumptions, logic of sustainability

  • Design the project team set-up, including the organization chart and the partners role and responsibilities

  • Support the budget design

4.Outputs and deliverables

  • Narrative proposal in donor format (DPO AFD)

  • Financial proposal in donor format (DPO AFD)

  • Project logical framework

  • Project organization internal and external organization

5.Planning and methodology

The consultancy length is estimated at 18 working days. The consultancy will start as soon as the contract is signed between Plan International and the consultant.

The following steps will be included in the consultancy agenda:

  • Desk review at Plan International France headquarters (Paris)

  • Discussion on the project background and objectives and schedule of the project development with Plan International Benin and Nigeria

  • Development of the project proposal with Plan International Benin and Nigeria and the identified partners (field visit to Nigeria and Benin), with the support of Plan International France

  • Participation to the diagnosis report presentation workshop (end of June 2017, Cotonou)

  • Preparation and organization of the project development workshop (end of June 2017, Cotonou)

  • Complete the proposal documents (narrative and financial proposition, annexes) : writing the documents, review with Plan International team, consolidation

The consultant needs to be available from May 29th to July 13rd, 2017 in order to achieve the objectives of this consultancy.

The consultant will work under the supervision of the West Africa Program Manager.

6.Required qualification and experience

  • Bachelor or Master Degree in Social Sciences or equivalent

  • Excellent knowledge and experience in project development

  • Knowledge and proved experience in working on projects aiming at supporting children facing mobility and trafficking

  • Knowledge and proved experience in the area of intervention (Benin and Nigeria)

  • Professional fluency in spoken and written French and English

  • Proven experience in planning and organizing workshops with groups participation

  • Strong relationship and leadership capabilities

  • Computing skills (MS Office)

  • Knowledge and experience of call for proposal processes is an asset (especially DPO AFD)

  • Knowledge and proved experience in working on vocational education projects is an asset.
