Senegal: SAHEL RESILIENCE STRATEGY DIRECTOR

CARE is seeking a Sahel Resilience Strategy Director that will provide leadership for CARE West Africa's Sahel Resilience Strategy, and be the standard bearer of the vision for the sub-region. His/her principal responsibilities are to lead and coordinate the Sahel strategy implementation, Coordinate evidence based advocacy work in the sub-region by building alliances, be accountable for resources mobilization for the sub-regional initiatives, ensure sharing and cross-fertilization within the Sahel sub-region to ensure integrated for multiply impact on resilience. S/he ensures that work between all the Sahel countries is synchronized and meets the principle of multiplication of impact, followed up, monitored and evaluated against the Sahel strategy and indicators and that the impact of our work is measured at sub-regional level.

Primary Responsibility:

  • Leadership in Implementation of Sahel Strategy
  • Representation, External Relations & Partnership
  • Lead on the Development & Management of an advocacy agenda, Ensure impact of advocacy effort is being managed
  • Resources Mobilization for Sub-regional program
  • Staff Management & Development
  • Program Management

Primary Skills:

  • Bachelor’s degree in Social science or equivalent in related field.
  • Minimum of 8 years of progressively increasing management responsibility in international development programs.
  • Prior experience and track records in strategy design, program design and management in Sahel;
  • Proven leadership and strong coordination skills. Demonstrated experience recruiting, developing, and managing staff.
  • Demonstrated ability to build and maintain relationships with host governments, donors, and divers staff, local organizations, and partners.
  • Experience in budget monitoring and managing financial reporting requirements.
  • Excellent oral and written communication skills in French and English, as required.
  • Ability to travel to the field within the Sahel countries and internationally, as required.
  • Experience and track record on planning for and implementing successful advocacy and knowledge management
  • Experience in cross-border coordination and/or virtual management of senior teams and staff
  • Strong leadership and coordination of competitive demands
  • Demonstrated experience in leading strategic and operational planning
  • Demonstrated leadership and management skills in a very complex international setting
  • Extensive conceptual skills including development of program strategy
  • Demonstrated experience in program cycle management
  • Strong experience in multi-sector programming
  • Proven experience in emergency related activities
  • Demonstrated leadership and interpersonal skills
  • Strong experience in people management
  • Ability and interest to coach and develop staff
  • Experience with performance management
  • Experience with the management of a diverse workforce
  • Strong representation and negotiation skills
  • Demonstrated use of positive coping strategies in stressful environments
  • Demonstrated cross cultural communication skills
  • Knowledge and experience with financial management as demonstrated by:
  • Ability to manage a complex budget
  • Ability to learn quickly
  • Donor compliance and reporting
  • Strong ability to establish a learning culture within the CO
  • Documentation and publication skills and experience
  • Experience in successfully managing institutional partnerships with national and international NGOs
  • Experience in establishing and maintaining collaborative relationships with donors and government counterparts.
  • Fluency in French and English
