Deputy Chief of Party, Senegal

Project Background:

USAID Senegal is supporting a five year $40 million USD Feed the Future Senegal Cultivating Nutrition activity to improve diets among the Senegalese population, particularly young children and women of reproductive age, in the Feed the Future Zone of Influence (ZOI). The project’s purpose is to improve year-round access to diverse, nutritious, and safe foods along with increasing adoption of nutrition and care practices that promote consumption of a healthy diet. Ultimately, improved diets will reduce risks of undernutrition and overnutrition, both of which hamper human health, productivity, and economic growth. To achieve its overall the goal the Senegal Cultivating activity will focus on sustainable food systems development and support it to satisfy demand, diminish malnutrition, and promote economic development.

This activity is an integral part of USAID/Senegal’s new Economic Growth For All (EG4ALL) Project (2018-2023), which aims to reduce poverty and undernourishment among beneficiaries via increased incomes, consumption of nutritious and safe diets, and environmental capital. Job Summary:

As Deputy Chief of Party, his/her responsibilities will be to assist the COP in assuming responsibility for overall program management, ensuring achievement of objectives. The Deputy Chief of Party will provide leadership, oversight, and support to all aspects of the program, particularly in the planning, coordination and implementation of field interventions with all partners. The Deputy Chief of Party will promote strong relationships with all partners, the host government decentralized structures in the FtF geographic areas, and other donor and non-governmental organizations. Travel is expected to be about 50% of the time in-country. Location of the Deputy Chief of Party is to be determined.

Responsibilities

• In coordination with the Chief of Party, supervises technical specialists and prioritize, organize, distribute, and coordinates the flow of work in the field.
• Coordinates activities with relevant stakeholders in the field (e.g. government officials, other implementers, and institutions) active in the target areas and maintain the visibility of the program at the community level throughout the life of project.
• Liaise regularly with the M&E Director to ensure accuracy of setting targets, progress tracking, and compliance with evidence of reporting; Ensure timeliness of monitoring and evaluation activities.
• In coordination with the Chief of Party, help draft quarterly and annual reports for donor and ACDI/VOCA management.
• Lead activities to help strengthen the maize, millet, and rice value chain and work with farmers to link producers to markets, introduce new technologies, and opportunities to enhance livelihoods.
• Lead activities to enhance the capacity and learning of the team.

Qualifications

• Master’s degree or equivalent in agriculture, agribusiness, nutrition, economics, marketing, or related area.
• Minimum of five years of progressively increasing management responsibility in international development projects including those associated with agricultural production, market development, or promotion of nutrition.
• Proven leadership and management skills including recruiting, developing, and managing staff;
• Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
• Experience managing the monitoring and evaluation activities and assessment requirements.
• Willingness to travel required. Applicants may be expected to relocate to regional offices depending on solicitation requirements.
• Fluency in written and spoken English and French required.
