Since the organisation was first founded in 1982, we have set up development programmes in more than sixty countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

Present in more than 55 countries, Handicap International is composed of 2 operational directions:

  • The Development Division

  • The Humanitarian Action Division (HAD)

    CONTEXT: Within the Direction of Operations and Technical Resources, the Humanitarian Action Division (HAD) is responsible for Emergency interventions and Humanitarian Mine Action (HMA) operations. The HMA Desk - part of the HAD- has been created in March 2016 with the mandate of overseeing HMA operations in all HI programmes/missions and pursuing HMA development opportunities in new contexts/countries.

    The HMA Desk’s responsibility is reflected through 2 levels of engagement:

  • Direct management of programmes: The Desk has the full responsibility for managing 3 programmes: HI-Chad, HI-Iraq and HI-Libya. For those programmes, the HMA Desk rolls out the whole HI mandate/sectors and does not confine its responsibility to the HMA sector.

  • Support to HMA operations in all HI programmes: The Desk contributes to defining programme’s HMA strategies and project’s logic of interventions. The Desk plays a key role in fundraising for HMA. During the project implementation phase, the Desk provides a specific HMA support to the programme’s support services. In close collaboration with the Technical Division, The Desk support setting up operational methodologies.

The HMA Desk team is made of 2 Deputies, 1 HMA Development Manager, 1 Logistics Advisor, 2 Finance Controllers.

One of the 2 deputies is moving in the field and we need to replace her.

OBJECTIVES OF THE POSITION:Under the responsibility of the Desk Manager, your mission consists in supporting the development and management of programs in order to ensure a qualitative implementation, in accordance with means and timeframes. You works remotely with the Heads of Mission or project/ops coordinators in the field, in functional relationship with the other DDO and closely with a range of internal services.

Your key responsibilities of the position are :

1. Programs strategies/internal coordination.

  • Participate in the definition of strategic orientations and their monitoring

  • Organize and participate to coordination and information meetings

2. Support to project design and reporting

  • Coordinate new projects development process between office programs and concerned services.

  • Monitor project deadlines and quality control of documents submitted to donors

3. Ensure compliance with the project cycle management framework by program teams and institutional policies

  • Facilitate the deployment of the Monitoring and Evaluation Policy (PSE) within the programs.

  • Support programs on methodological and organizational aspects of the projects.

  • Participate in the strategy of the desk to improve the measurement of impact and effects of the projects

4. Monitoring programs HR issues

  • Coordinate production of jobs descriptions, HR administrative documents and appraisals, with the HR unit

  • Contribute to international staff briefings.

  • Participate in the recruitment process for project managers and support services positions

5. Contribute to internal/external communication of the desk activities

  • Liaise between communication department and the programs to produce communication tools

  • Upon Desk manager’s request, represent the Desk within the organization and externally

PROFILE REQUIRED :

  • You have at least 3 years of experience as project coordinator in humanitarian contexts

  • You have ideally worked in humanitarian mine action field

  • You are recognized for your interpersonal skills, including strong written and oral communication skills

  • Fluent or native English speaker, and ideally with a strong knowledge in French

CONDITIONS OF THE POSITION:

  • Type of contract: Salaried contract starting from 17th of July 2017 until 31st of March 2018

  • Additional benefits: luncheon vouchers and health insurance

  • Working hours: 39 hours a week with 22.5 days of RTT (work time reduction) to be taken each year
