The role
The Roving Logistics Manager will assist the West and Central Africa Regional Logistics Manager to improve the capacity and performance of logistics staff I teams in SCI country offices within the region by working with the Country Offices logistics teams on a need basis. The position holder will be responsible for providing technical support to specific Country offices in West and Central Africa Region
The roving logistics manager will be based in Dakar and will usually be deployed for short / medium-term assignments for:
- Surge capacity to a country programme by either filling a vacant position and/or adding further skills and experience to country programmes.
- An emergency response where Save the Children is scaling up and we need immediate emergency expertise.
Capacity building of individuals and/or country programmes to ensure that programmes are being run effectively
Qualifications and experience
- A Degree in Procurement I Logistics or related area, Master's degree an advantage
- At least five years logistics management level experience in logistics in the NGO sector, within complex/large scale country programmes and in emergency response/humanitarian environments.
- Substantial experience in all technical areas of logistics operations including procurement, transport/distribution, warehousing and stock management, fleet management, asset management.
- Previous international experience is must. Experience at Regional Logistics management level a strong advantage.
- Experienced in medical supply chain is a must
- Experience of working in remote field bases with limited infrastructure
- Experience working with large institutional donors and knowledge of their rules and regulations
- Ability to synthesize and analyse big data, and make clear, informed decisions
- Ability to build relationships quickly with a wide range of people, both internally and externally
- Strong planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
- Experience in developing the capacity of logistics staff through the use of training, performance management frameworks and development plans.
- Experience in development and implementation of efficient logistics systems, policies and procedures.
- Excellent written and spoken communication and interpersonal skills
- Fluent in French and English
- Cross-cultural experience, understanding and sensitivity
- Commitment to Save the Children values
- Knowledge of Western and Central Africa region is a must
- Excellent in office pack is a must, familiarity with SharePoint is advantage
- Willingness and ability to travel around the region up to 70% of time, sometimes with small notice. Having limited visa related problems will be considered an advantage.

- Strong experience in procurement and contracting , including framework agreement
- Sense of diplomacy and negotiation skills
- Previous experienced in coaching staff is advantage
- Able to prioritize and work with limited supervision , self-motivated, resilient to stress
Desirable
- Experience in developing Emergency Preparedness Plans and Disaster Risk Reduction activities
- Experience in developing and carrying out staff training programmes
- Experience in technical programme support in areas of construction, distribution, medical supply chain, water and sanitation
- Previous experience working for Save the Children International or members
- Membership of Professional body in logistics
- Previous SCI Experience is advantage
