Senegal: Consultancy - Consultant to Support Regional Analysis of SAM

Background

In the West and Central Africa Region, SAM treatment services have seen a threefold increase in admissions since 2010. One out of every two children treated for SAM come from this region. It is clear that great strides have been made in the scale-up of the availability and accessibility of services. Despite these remarkable achievements, new and complex issues present challenges to the continued scale-up and availability of services. Individually, all partners of the No Wasted Lives coalition are working towards solutions to overcome these barriers identified through research, coordination and innovation.

A brief regional analysis has been conducted in order to identify trends in SAM service delivery, using routine monitoring data, as well as qualitative assessments that have taken place in the region. Where possible, policy and financing data were also analysed in order to indicate the level of integration of SAM services in to national health systems. Through conducting this analysis, clear evidence gaps have been identified which merit further investigation in order to support the regional analysis and efforts to integrate SAM management in to public health services.

Objectives

· To assist in the articulation of research questions based on evidence gaps identified by the Regional Analysis

· To conduct systematic review of available evidence and information on the decided research question

· To conduct, where possible, interviews to produce case studies on identified evidence gaps

· To provide a consolidated report synthesising systematic review and case studies whilst also providing contextual recommendations in order to support the regional analysis and future integration of SAM services in to health.

Evidence Gaps Identified;**

· To what extent does SAM appear in health policy and planning?

Literature review of Child Health Protocols, Community Health Protocols, IMCI Protocols across the region, as well as Action Plans for Child Survival.

· What are the bottlenecks to health services identified through BNA activities in the region?

Literature review of BNA exercises that UNICEF health have carried out across the region in order to inform next steps for SAM integration

· What are the opportunities for increasing HR capacity to deliver SAM services?

Review of training packages for primary health staff, and identification of opportunities to integrate SAM management modules

· How are SAM services currently financed across the region?

Review of funding sources for UN and MoH across the region, with identification of overall amounts and sources of funding

· What are the current messages being delivered to community members regarding SAM and how can these be integrated with messaging on health

Review of communications tools used across nutrition and health

Required Skill Sets

· Practical experience of nutrition programming in humanitarian and development contexts.

· In depth understand of Health policy and financing

· Experience of working with government counterparts, UN agencies and NGO partners.

· Excellent written and oral English required and technical abilities and skills in reviewing literature and synthesizing information.

· Understanding of French is desirable.

Timeframe

Overall work is estimated to last 15 days and is expected to be completed by the 1st August 2017.
