PSI seeks an experienced Deputy Chief of Party (DCOP) to support the management, coordination and reporting of all activities under an anticipated $50M - $99.99M 5-year USAID-funded project in Madagascar. The project will improve health product availability and accessibility in Madagascar through a total market initiative (TMI), with the goal to ensure that quality pharmaceuticals and health commodities are available and accessible to all Malagasy people on a sustainable basis through coordinated efforts of the public, private, and commercial sectors.

Your contribution
You will assist the Chief of Party with all aspects of the project operations including the technical oversight, human resources, recruiting and training staff. You will also collaborate with partners on the development and implementation of the TMI-HPS project working hand in hand with public, private and commercial sector partners. This includes, but not limited to:
Project Operations
- Oversee the overall technical management of the program, including day-to-day activities and oversight of partners' activities.
- Support COP in compiling and disseminating high-quality periodic reporting in line with USAID and PSI requirements.
- Ensure close monitoring of the project's financial management in collaboration with the Department of Finance, and the regional team based in Washington.
- Serve as acting Chief of Party as demand requires.
Technical Assistance
- Under the leadership of the Chief of Party, contribute to the design and implementation of large-scale TMI activities and innovative approaches for a broad range of health commodities spanning multiple health areas (e.g., Malaria, Family Planning, Maternal and Child Health) in Madagascar.
- Work in close collaboration with the Government of Madagascar (GOM), with USAID and other USAID-funded projects in Madagascar for the success of the TMI-HPS project.
- Represent the project at collaboration meetings as well as interface with government and NGO partners to coordinate and leverage TMI activities.
- Build capacity of the GOM and of in-country staff to implement TMI activities in the country.
What are we looking for?
The basics
- You have a Master's degree in Business, Management, Economics, Finance, Public Health, or a related field
- You have at least five (5) years of private sector experience including ideally three (3) years of program management of Total Market Initiative (TMI) programs
- You have demonstrated experience working with public and private sector actors, preferably in Madagascar, for the increase in access to health-related commodities
- Strong experience and passion for developing health product markets
- You have experience in social marketing approaches, preferably in Madagascar
- You have worked in Madagascar or in the Southern Africa region
- You can demonstrate excellent written, verbal, and interpersonal communication skills
- You can work well as part of a team and effectively develop and manage a network of collaborating partners
- You are fluent in English and French
- References will be required.
What would get us excited?
- USAID Experience. You have good experience in health project management with USAID, ideally in Madagascar
- Madagascar Experience. Experience working in Madagascar and good knowledge of the Madagascar health system would be an asset
- Private Sector Experience. You have worked in the private sector and know the ins-and outs and can bring your skills to advance markets for a large range of health commodities
- Capacity Builder: You have experience in building institutional, local technical, management and leadership capacity
