Overall objective of the position :

As a member of the senior management team of Action Against Hunger, you will participate in the elaboration and development of Action Against Hunger strategic orientations and their implementation in the field, together with the Country Directors and the HQ team you manage. You represent ACF’s mandate and implement it in the field.

Main Responsabilities :

Under the supervision of the Operations Director and following Action Against Hunger policies, the Regional Operations Director is responsible, in his/her region, of:

  • Analysis and follow-up of the humanitarian context and propositions of positioning and interventions that result of it
  • Framing, validation and follow-up of strategic interventions’ implementation
  • Direct management of Country Directors, Deputy Regional Director of Operation and Regional Finance Manager
  • Team spirit and collaboration of teams in the field and HQ
  • Framing, validation and follow-up of financial programming
  • Security control of the organization’s people and goods
  • Management of operations quality, implementation of tools for control of activities, implementations of recommendations based on evaluations and audits
  • Institutional and private donors prospective, contracts negotiation to ensure funding of strategic interventions
  • Implementation of advocacy actions
  • Representation of Action Against Hunger vis-à-vis institutional representatives, donors, media…

Team management: manage his/her team keeping in mind at the same time an objective of performance and of development of people’s capacities (autonomy, initiatives, progression…) in a manager-coach posture.

Analysis and suggestions on missions’ humanitarian action: identify and analyze key indicators on his/her scope in order to design short term and midterm of Action Against Hunger’s operational environment and engage Country Directors to have a continuous prospective reflection allowing to step back, give or restore meaning and anticipate tomorrow’s strategies and innovations.

Strategic management of missions: contribute to the elaboration / update of Action Against Hunger’s strategic orientations at a global scale, as well as for its intervention scope (types of needs to be addressed, expertise, timing…) conducting a strategic reflection and validating subsequent strategies for each country, within its perimeter.

Accountability and economic piloting of missions: be in charge of accountability of missions related to all factors impacting programs’ performance (short and long term) while playing an effective role of middle man between HQ and missions. Ensure that requests and demands from functional department towards missions are smoothly taken into consideration, and vice-versa.

Operational collaboration with Country Directors: give an operational support to Country Directors on subjects related to their own responsibilities but that they cannot assume in their country scope in a logic of subsidiarity (the regional Operations Director solves problems that country directors cannot solve).

Development of connections and operational partnerships: make connections with all internal (Action Against Hunger Direction / network) and external actors (particularly donors but also partners, governments, other NGOs…) who could be mobilized to better serve their scope needs.

Transversal collaboration, contribution to improving and disseminating of the organization’s knowledge and know-how: manage the development and updating of standards and principles related to modalities of humanitarian operational intervention and contribute to the ones managed by support departments.

External communication and representation of Action against Hunger: be the spokesperson of Action Against Hunger and protect the organization’s interests externally.

Context information:

The concerned countries are: Iraq, Jordan, Yemen and Djibouti.

Iraq :

ACF's intervention in Kurdistan region of Iraq started after the sudden massive influx of refugees fleeing the Syrian crisis in August 2013. ACF has been operational in Erbil, Sulaymaniyah, Diyala, Dohuk and Ninewah Governorates responding to WASH, Food Security and Mental Health needs of the Syrian refugees and the Internally Displaced Persons (IDPs) population both in camps and non-camp settings. In addition and according to IOM-DTM, since the start of Mosul operations in October 2016, an adding 142,698 individuals and 23,783 families are currently displaced. ACF is responding to Mosul emergency with mobile teams across the country and is scaling-up its humanitarian response in 2017 with an integrated, multi-sectorial approach, addressing WASH, Mental Health & Care Practices and Food Security needs. ACF is strongly involved in the coordination mechanisms, as an active member of the national WASH, FSL, Health, Protection and NFI/Shelter Clusters, and is currently the national WASH and Food Security Clusters co-coordinator.

ACF is operationally working in 3 bases: Dohuk, Kalar and Erbil (for Mosul response), with its coordination team located in Erbil. In total, the mission has 180 national staff and 24 international staff.

Jordan :

Jordan mission, opened in 2013, is a dynamic mission rapidly growing; with large scale WASH and Livelihoods projects being implemented in host communities and refugees’ camp, Mental Health sector is being now developed. Country strategy combines emergency and development projects to address needs of Syrian refugees and vulnerable Jordanian in a holistic approach.

With a team of 12 international employees and more than 100 national colleagues, ACF Jordan office manages a portfolio of projects for more than 9 million €, in response to the Syria crisis in Northern and Eastern Jordan. The donors range varies from institutional funds (UNICEF / MADAD) to bilateral agreements (AFD / GIZ / Taiwan). To support the 3 operational bases, the coordination office is based in Amman.

Yemen :

Since 2012, ACF has been present in Yemen and has been scaling up its emergency intervention substantially throughout 2016. The mission is now amongst one of the largest International NGOs in the country and is recognized as one of the key emergency actors in the country. ACF in Yemen is responding to the current crisis using a multisector emergency approach (Nutrition & Health, Food Security, WASH and Mental Health programming), and to a multiple large-scale and interconnected emergencies: conflict, food security and cholera epidemic. Along with UNICEF, ACF designed and is piloting the country’s first Rapid Response Mechanism, and is representative of the INGO community on the HCT, ICCM, Access Working Group, the HPF Advisory Board, and on the Steering Committee that manages evacuation for the humanitarian community.

ACF is operationally working in 2 bases: Hodeida (to target the northern governorates) and Aden (to target the southern ones), with its coordination team located in Sana’a. In total, the Yemen mission counts 215 national staff and 17 international staff.

Djibouti:

ACF has opened its mission in Djibouti in 2011. 5 development actions are currently implemented, out of which, 2 Food Security projects, a Sanitation marketing project and Advocacy action.

The mission is currently un a transition phase : need for a close national team management and partneership implementation for the 5 development actins mentionned above.

In total, ACF Djibouti mission gathers 16 national staff and 4 international staff.

Do you fit the requested profile ?

You hold a MSc in Political Science, Business or equivalent with at least 10 years of professional experience. You have a previous experience in the field as Country Director with an international NGO. You’re known for your ability to work under pressure and your power of persuasion. English compulsory.

In addition you have a thorough knowledge of geopolitical and humanitarian situations and trends in Middle East region. You’ll have to ensure frequent travels on the field (region & countries).

Conditions :

Salary between 53.1 to 58.2 K€ / year (gross salary), 21 days of RTT/year, reimbursement up to 50% of transport tickets for the Paris region, meal vouchers with a face value of €8, 60% of which is covered by the association, 25 days of paid annual leave. Frequent travels on the field (region & countries)
