MSF OCP consists of four partner sections (Paris, New York, Tokyo and Sydney) as well as an office in Dubai. MSF OCP carries out operations according to a common strategic and medico-operational plan.
The Sydney Medical Unit is part of the MSF OCP Medical Department and is responsible for medical support of operations in the field of Women’s and Child Health.
1. Overall Responsibility
Medical support to operational project of OCP
The medical advisor contributes to the implementation of MSF’s social mission through medical leadership, expertise and advocacy. This is achieved by the following:
-Contribution to medico-operational strategies
-Providing relevant, context-adapted medical support
-Assuring quality improvement and respect for medical ethics in our operations.
-Developing and supporting operational research and relevant medical innovation.
-Advocating internally and externally, based on field needs, experience and research.
-Providing linkage to MSF and the external medical community.
Strong collaboration and exchange with fellow colleagues in the medical department working on relevant dossiers (nutrition, malaria, obstetrics, vaccination, HIV/TB, ABR…) is necessary.
2. Specific description of duties
S/he will contribute to the improvement of care of patients in MSF projects, including the care of the severely sick child, as well as neonates or children with specific diseases prevalent in MSF contexts (infectious diseases like HIV/TB or if relevant chronic diseases etc). S/he will work alongside a team of other paediatricians, women’s health experts and other medical colleagues specialized in relevant fields. S/he will have an overview over the majority of programs providing child care but will have closer oversight over a selected number of paediatric programs.
2.1. Contributes to the elaboration of projects
· Together with field and cells helps formulate project, objectives and provides input into the elaboration of strategy and definition of resources.
· Actively contributes to the Annual Plan of the Medical Department, defining objectives that are in line with priorities set up by the Strategic plan.
· Contributes to the definition of indicators necessary for monitoring medical activities
2.2. Provides advice to the medical responsible of the cells and the field projects
· Provides technical guidance in form of guidelines/protocols, training tools
· Provides oversight aimed at ensuring that guidelines, protocols, policies and appropriate equipment are applied and known to relevant decision makers in cell and field
· Is current with regards to field activities
· Conducts regular field visits and is available for unplanned field support visits in case of emergencies
· Helps review the medical orders
2.3. Specific responsibilities regarding dossier of child health
· Remains current regarding medical literature, innovative context-adapted tools and equipment
· Participates in the elaboration of ideas/concepts for operational research and follows up on ongoing research
· Reviews protocols, guidelines, training tools and policy papers
· Develops a relevant network of external stakeholders (clinical/academic/biomedical innovation…) on his/her dossier
2.4. Representation within and outside of MSF
· Discusses and shares experience within the movement and in external forums
· Represents MSF in external meetings, be it medical conferences or other relevant meetings
Essential Selection Criteria
· Medical doctor with degree or board certification in paediatrics
· Field experience with MSF, preferable in MSF OCP
· Good organizational and realistic planning skills
· Ability and willingness to take initiative and work autonomously
· Pragmatic, solution-oriented thinking
· Good written and oral skills in French and English
· Capacity and willingness to work outside regular office hours
· If not based in Australia, willingness to travel to Australia for 2 x 4-week blocks
Desirable Selection Criteria
· Coordination experience (field co, project manager…)
· Headquarter experience
· Master degree in Public Health or International Health
