Responsibilities: Under the supervision of the Regional Operations Director (ROD), the Deputy Regional Operations Director (DROD) - together with the ROD, the Country Directors (CD), the Deputy Country Directors (DCD) for programs and the pool team that he/she manages - contributes to the strategic definition and the development of ACF missions in his/her geographic area. He/she supports the design and the implementation of operations and contributes to the coordination of emergency responses.
Countries of the Pool Desk: Afghanistan, Bangladesh, India, Indonesia, Myanmar, Nepal, Pakistan
More precisely, your main responsibilities will be the following:
Line management of the Pool desk team members under DROD Direct report
Recruit the Pool desk team members (technical and logistic advisors and program support officer) in consultation with the senior technical advisors and HQ HR department.
Set priorities, ensure ACF internal rules are respected, ensure smooth interaction and collaboration among team members
Conduct Annual Progress Evaluation of the pool desk team members in coordination with their respective functional managers
Support the design and implementation of country strategies
Jointly with the ROD, co-facilitate the strategic reflection between the Pool and the Country Teams.
Provide support and counselling to country teams with regard to funding strategies (Donors relations, coordination with the international Donors Relations Unit (i-DRU), with Partnership services and Donors call monitoring)
In collaboration with the ROD, contribute to advocacy with institutional donors (especially to bring ACF Country or Crisis Strategies to their attention and to influence donors strategy)
Ensure that the missions’ indicators (Activities Progress Reports -APRs etc.) are reported to HQ and be in contact with country directors in case of need or problem,
Support the development of Monitoring Evaluation Accountability & Learning (MEAL) at country level
Make visits in country in particular to support field teams for the strategic exercise, respond to their training requests, PCM buy-in at the mission level and meeting with both donors and partners (and any other relevant stakeholders) if needed
With the ROD prior-validation, take some lead and direct responsibilities on mission (organization and decision-making) to substitute or in support to the CD/DCD for fragile or de-structured mission.
Support the design and funding of Regional, multi-countries, multi-actors, programmes with high-stake impact
Advise country teams on design of new programmes based on needs
Coordinate all stakeholders (Pool members, ACF departments, ACF-IN network, implementing partners, etc.) to support the country teams and achieve the design and funding of those programmes
Contribute to the coordination ACF-IN network in case of calls of proposals involving several countries and several ACF HQ
Coordinate information dissemination to country teams when new partnership agreements (Memorandum of Understanding - MoU) are discussed and ensure validation with relevant HQ actors.
Contribute to the recruitment and development of HR for his/her ops sector (DCDs program, heads of consortium, grant writers):
Validate technical aspects of DCDs’ applications, head of department programs and consortium coordinators,
On ROD’s request (and when all the other RODs are unavailable), contribute to the recruitment process for field coordinators, field managers and RRM coordinators,
Ensure briefings and debriefings for all the coordination’s members (shared activity with the ROD)
Ensure regular follow up, guidance and support of DCDs Program
Contribute to the design of projects management related training modules for field coordinators (and DCD programs in the future)
Facilitate training sessions in HQ for field coordinators (and DCD in the future)
Status: HQ contract – Permanent Contract – Full-time, starting on January 10th of 2018
Annual Salary:Salary between € 40k and €45,5K gross over 13 months, 19 days of extra leaves (RTT)/ year, restaurant vouchers of 8 € (60% covered by ACF), complementary health insurance (covered 80% by ACF), refund of 50% of public transportation fees.
The applicant:*** You have a MSc in generalist or technical studies with at least 5 years of professional experience. You have at least 2 years of experience in the field with an international NGO, at a Coordination position in one of ACF area of expertise (Nutrition, Health, Food Security, WASH, or Support function). A previous experience in managing teams is mandatory. You have experience in proposal writing in French and in English, and you have a good knowledge of the institutional donors and their funding mechanisms.
You are fluent in French and in English. The use of both language is mandatory for this position.
