France: Senior Flying Global Finance Controller, Ferney Voltaire France (Greater Geneva area) - 50% travelling

CONTEXT:

NP is growing and developping new country programmes.

JOB PURPOSE:

The Senior flying Global Finance Controller shall be responsible for supporting the Director of finance and operations in the design and implementation of new financial control systems and policies over financial/ Grants, cash and budget management, expenses controls and quarterly accounting closing.

This function represents a pillar of the second defence line.

KEY OBJECTIVES/RESPONSIBILITIES:

A. Support the implementation of the new field financial internal systems in priority in :

a. Cash management

b. Budget management

c. Grant management

d. Expenses control (procurement, payroll)

B. Support the implementation of the new cost recovery policy

C. Conduct support visits to help finance teams overcoming some challenges

D. Conduct Internal control vists and carryout spot checks to assess the level of internal control, write audit reports to point out issues and recommend remediation actions.

E. Suggest actions to better recover costs

F. Capacity Building Others

a. Train the field finance and no finance teams on the implementation of new policies,

b. Coaching the field teams sdvising them on the implementation of new controls

c. Facilitate training of Finance Procedures to non-Finance Staff

d. Identify and build, or facilitate staff capacity building

QUALIFICATIONS AND COMPETENCIES:Education, Knowledge and Experience**

· Qualification in Master Degree Accounting, Finance, CIA, CPA

· Minimum 5 years’ work experience in Finance or operational support functions with a humanitarian nongovernmental organization and storng experience as controller or internal auditor

· Experience in auditing finance control systems, interpreting and applying accounting standards and procedures, applicable country rules and regulations, and Grants Management.

· Experience working in multi-cultural environment

· Diversified experience with accounting softwares experience

· Commitment to the action of Nonviolent Peaceforce Skills

Financial Management:

· Proficient in financial Internal control

· Proficient in accrual accounting

· Experience in monthly closing

· Strong experiences in Grant management

· Skills and experiences in Budget management

· Knwowledge and experience in cost costs recovery

· Skills in corruption prevention and detection

Independent Judgment:

· Ability to manage information with discretion

· Ability to set priorities, solve problems and analyse data

· Indentify quickly and accurately the salient issues
