Shelter For Life (SFL) is an international Christian humanitarian organization enabling poor and suffering people affected by conflict and disaster to rebuild their communities and restore their lives through appropriate shelter and community development programs. Based in Minneapolis, MN, SFL enables people devastated by conflict and disaster to become part of the solution. SFL will implement a USDA-funded Food for Progress (FFPr) program to address the cashew value chain in Senegal, The Gambia, and Guinea-Bissau.
SFL is issuing a Request for Proposals (RFP) to conduct an independent, external evaluation of the LIFFT-Cashew program. The evaluation includes a baseline study, a Midterm Evaluation (MTE), and a Final Evaluation (FE). The RFP describes the program in brief, and lays out the Scope of Work for the evaluation, including design, methodology, evaluation questions, and the timeframe for the evaluation work. It also provides guidance on the qualifications required and how to submit a proposal to SFL.
In order to maximize consistency in the evaluation approach, SFL seeks one evaluator to complete the baseline, midterm, and final evaluations. Proposals are welcome from independent evaluators, evaluation firms, or other research organizations. Local evaluators are encouraged to apply. The RFP requests a single proposal for all three studies, however, each study will be contracted individually and the contract for the midterm and final will be contingent on performance in the baseline (for the midterm) and the midterm (for the final). If necessary, SFL will re-issue an RFP for subsequent studies.
