CONTEXT: The mandate of HI’s Institutional Funding Division (DFI) is to strengthen our relations with institutional funding agencies.

Handicap International seeks institutional funding to finance its aid and development programmes, including from European funding agencies and DG DEVCO and DG NEAR in particular.

We are recruiting an Institutional Funding Officer to help our IF team with the management of European Commission funding agreements, especially those signed with DG DEVCO / DG NEAR.

YOUR OBJECTIVES:

Reporting to the DFI director, you will provide support to our Institutional Representative to the EU. You will be in charge of gathering information and sharing this information with HI’s resource staff.

You will help manage the portfolio of European Commission funding agencies, especially DG DEVCO and DG NEAR, by:

  • Carrying out research and capitalising and disseminating information on the funding agencies in the portfolio, their opportunities, conditions and strategies;

  • Providing support to head office + field staff working with the agencies in the portfolio, helping them to interpret and apply the rules and conditions, and making suggestions to help resolve any problems;

  • Facilitating the internal coordination of funding from the portfolio's funding agencies;

  • Helping to represent the organisation with the European NGO platform, CONCORD, on matters concerning DG DEVCO/DG NEAR funding and procedures.

As an expert on European funding, and more specifically on DG DEVCO and DG NEAR, you will have comprehensive knowledge of the EU’s funding management

rules and mechanisms and be capable of contributing to coordination platforms, such as CONCORD.

PROFILE SOUGHT:

  • You have at least three years' experience of managing development or emergency response projects in the field or at the head office of an NGO.

  • You have managed European funding (especially DEVCO funding) and have sound knowledge of the EU’s tools (Pador, Transparency Register, etc.).

  • You enjoy working as part of a network. Experience of working with the CONCORD platform would be an advantage.

  • You have excellent writing, communication and synthesising skills in French and English.

  • You have sound knowledge of office automation and IT tools.

JOB CONDITIONS:

  • Type of contract: 12-month fixed-term contract (possibility of a shorter contract), starting 15 February, 2018.

  • Preferably based in Brussels with a Belgian employment contract and conditions, or otherwise in Lyon, with a French employment contract and conditions.
