Livelihoods Specialist for Dakar-based positions.
Effective with the release of this position announcement, Winrock International will be recruiting applicants for the position of Livelihoods Specialist for a Dakar-based position under the Forestry & Natural Resource Management (FNRM) Unit. The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

POSITION DESCRIPTION
POSITION TITLE: Livelihoods Specialist
LOCATION: Dakar, Senegal
UNIT: Forestry & Natural Resource Management
REPORTS TO: Chief of Party
POSITION SUMMARY
Winrock is seeking Livelihoods Specialist candidates for an anticipated fishery, biodiversity and livelihoods project in Senegal. Position is contingent upon receipt of donor funding.
ESSENTIAL RESPONSIBILITIES
Provide technical guidance on livelihood activities in coastal communities to achieve project results.
Recommend actions to improve livelihoods and design project activities to implement recommendations.
Develop, implement and monitor activities for program area including training, projects, grants, events and activities that meet project outcomes and output goals.
Establish and maintain an effective working relationship with Chief of Party, Deputy Chief of Party and with all members of the Team.
Assist Program Team (other program specialists) to address program and administrative issues that emerge during program implementation. Maintain schedule and monitor project deliverables.
Coordinate and participate in project mobilization/demobilization.
Monitor level of effort requirements, progress and schedules of projects.
Assist Chief of Party in preparing operations status reports and participate in quarterly reviews.
Interact by phone, email and face to face as needed with Chief of Party and other team members and partners.
Interact directly and on a regular basis with the donor and other stakeholders;
Participate in regular field visits to the project areas to assure project progress towards activity objectives and goals;
Manage relationships with complementary donor projects;
QUALIFICATIONS
Skills, Knowledge, and Experience
- Advanced degree required in Business, Economics, Natural Resource Management, Agronomy, or relevant fields of study related to the project.
- Minimum 10 years of professional experience in similar position in fields related to results and objectives of the project required for the successful implementation of this project, with an understanding of policy, economics, and market issues in the fisheries sectors.
- Must have strong knowledge of other livelihoods initiatives in Senegal and how the project will interact and collaborate with them.
- Proven ability to develop and communicate a common vision among diverse public and private partners and the ability to lead multi-disciplinary teams.
- Technical understanding of fisheries, agriculture, and climate change issues, as well as managerial experience in Senegal is highly desirable.
- Knowledge of USAID and other donor policies and procedures as related to project management preferred.
- Knowledge of the political, social, cultural, environmental, and development context of Senegal is required.
- Must be comfortable in high-level representational role as well as interacting with beneficiaries.
- Strong communication skills, both interpersonal and written, to effectively coordinate stakeholders.
- Fluency in written and oral English and French is required.
