Context:
Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d'Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, and support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative will aim to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over the policies and programmes related to the protection and reintegration of migrants developed and/or strengthened in the region, with a view to improving the governance of migration in the region.
Under the direct supervision of the Head of Country Office in Dakar, Senegal, and in close coordination with the Migrant Assistance Division (MAD) Project Manager, the successful candidate will be responsible and accountable for carrying out duties related to movements of the resettlement programmes, EUTF and other Operations and relevant activities in IOM Senegal.
Core Functions / Responsibilities:
Supervise the logistical arrangements for migrants and refugee travel including obtaining relevant clearances from the Government authorities; and ensure timely logistical arrangements with ground transportation companies.
Responsible for the review, adjustment and endorsement of bills and invoices from transport contractors prior to payment by IOM. Negotiate with ground transport providers to ensure low cost, effective, convenient and safe transport of refugees, migrants, IOM staff and other eligible travellers.
Communicate and coordinate with relevant IOM units and other IOM country offices, international organizations, voluntary and governmental agencies, embassies and other entities to support the processing and implementation of all aspects of the operational activities, and ensure the completion of relevant statistical and narrative reports.
Supervise the airport staff during reception and departure of migrants and refugees who are traveling under IOM auspices.
Assist other IOM missions in the region with Migrant Management Operational System Application (MIMOSA), movement management as well as staff travel bookings.
Monitor and follow up on all IOM Senegal movement operations activities relating to resettlement, including humanitarian evacuation, repatriation, other movements, e.g. charter operations, visa support, counselling and orientation, and return emergency response.
Contribute to maintaining a positive working relationship with IOM partners, including government officials, Officials of Resettlement countries, United High Commissioner for Refugees (UNHCR) and other key partners.
Undertake duty travels relating to overall programme coordination and liaison with counterparts.
Draft financial and other types of reports and recommendations regarding the progress of travel projections, security measures, and accurate movement statistics.
Assist in overseeing the operational staff. Provide training, support, and guidance in the usage of the in-house system application tools, including MiMOSA, I-Gator, and the AMADEUS booking reservation system.
Assist in country-wide coordination of the programme. Implement measures to maintain a high level of integrity consistent with the principles stipulated in the IOM Movement Management Manual (MMM). Follow up on programme implementation and monitoring.
Monitor and evaluate the entire operations business process, identify areas of improvement as well as simplify and enhance efficiency.
Develop Terms of References (TORs), participate in the recruitment of national operations staff and conduct annual staff performance reviews.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in resettlement operations, experience in migrant movements;
• Experience in organizing the ground/air movement of refugees, particularly in remote locations;
• Experience in refugee migrations related issues;
• Experience in liaising with airlines, government authorities as well as with airport authorities;
• Experience with other Resettlement countries.
Languages
Fluency in English is required. Working knowledge of French is an advantage.
