Handicap International is changing his name and becomes « Humanity & Inclusion ». HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in more than 55 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

HI has 2 HQ-based operational divisions: Humanitarian Action Division (DAH) and Development Division (DAD), which work in close liaison with the Technical Resources Division (DRT)

The DRT comprises six technical coordination units providing technical support and guidance to HI’s programmes worldwide. These units are: Civil Society Support, Prevention & Health, Rehabilitation, Emergency, Armed Violence Reduction and Inclusion.

CONTEXT: Working as part of the DRT, Emergency Unit’s team of fourteen people provides technical support and guidance to HI’s humanitarian aid programmes across the world.

We are recruiting a “livelihoods in Emergencies” technical adviser for this Unit who will contribute to the success of our projects as part of a motivated, dynamic and close-knit team.

OBJECTIVES: Reporting to the Head of Emergency Unit, but with a strong functional link to the Unit’s other socio—economic inclusion advisers, you will work in support of HI’s operational teams at HQ and in the field. You will be in charge of developing and overseeing the approach and tools used to implement "Livelihoods in Emergencies” activities in our humanitarian responses, and providing technical support for the effective implementation of field projects.

For HI, “Livelihoods in Emergencies” activities include the distribution of essential relief items and food, as well as money transfers. In the medium term, and with a view to guaranteeing the continuity of services, activities will also include restoring sustainable livelihoods (setting up social safety nets, working on graduation models, etc.).

MAIN RESPONSIBILITIES:

· You will develop, disseminate and guide “Livelihoods in Emergencies” approaches, know-how, professional positioning and sectors of invention in humanitarian settings;

· You will provide technical and methodological support to our humanitarian aid projects in the field of livelihoods in emergencies;

· In coordination with your technical adviser colleagues working in HI’s other sectors of intervention in humanitarian settings (Physical and functional rehabilitation, Mental health, Psychosocial support & Protection, Inclusion, Shelters & WASH, etc.), you will promote holistic responses inclusive of the essential needs of populations affected by a crisis, with a particular focus on people with disabilities and vulnerable people;

· You will provide close technical support to field teams via field missions, regular remote contact, training and technical coaching sessions, etc., taking care to ensure inter-field and global coherency.

· Together with your technical adviser colleagues working on socio-economic inclusion in stable settings, you will develop continuum/contiguum approaches in order to ensure the coherency and continuity of “Livelihoods in Emergencies” services for HI’s beneficiaries.

· In support of the Head of Emergency Unit, you will assume internal and external representation functions in your area of expertise;

· You will play an active part in external networks and, where necessary, provide the link with other humanitarian aid actors.

DESIRED PROFILE:

· You have a higher education qualification from a technical college, university, engineering or business school in the field of livelihoods(food safety, economy, agronomy or equivalent) or equivalent experience;

· You have at least five years’ experience of working in humanitarian or post-crisis intervention settings in livelihoods-related technical, coordination or project management posts;

· You have a sound understanding of issues relating to vulnerability and disability, and of criteria and methodologies for targeting particularly vulnerable beneficiaries.

· You are competent in the use of intercultural participatory approaches.

· You are flexible, pragmatic and patient, with a sense of humour and good interpersonal and mediation skills.

· You have good synthesizing, analysis and writing skills.

· You have a good command of written and spoken French and English.

CONDITIONS OF THE POSITION:

· Type of contract: Permanent, starting 2 April 2018 :

· Working hours: 39 hours a week with 22.5 days of RTT (work time reduction) to be taken each year

· 5 weeks of annual leave
