Madagascar: Contracts and Grants Manager-Hay Tao

Pact an International NGO based in Antananarivo and recognized global leader in international development, seeks to employ a Contracts and Grants Manager to support its USAID-funded project, Hay Tao which aims to enhance the enabling environment for effective community-based natural resource management (CBNRM) and conservation of biodiversity in Madagascar through a number of targeted interventions.

The Contracts and Grants Manager provides high-level grants management and administration to achieve project goals, working with partner organizations of all levels. S/he provides overall leadership and oversight for all aspects related to management of subcontracts, procurements and grants, from inception, implementation, to close out. This requires close collaboration with Pact HQ to ensure compliance with Pact and funder guidelines. S/he supervises all staff with grants functions.
Minimum Duties and Responsibilities

  • Ensure the highest level of integrity in the management of subcontracts, procurements and grants, to include proper adherence to Pact and Funder policies and procedures.
  • Develop subcontract and grant documents in compliance with funder requirements, using Pact standard templates and working closely with Pact HQ Agreement Management team to execute quality agreements.
  • Administer the full cycle of subcontract and grant management activities, from solicitation through selection, pre-award assessment, negotiation, monitoring/compliance visits, and closeout.
  • Provide oversight of the procurement process; evaluate costs effectiveness and provide support in negotiating agreements, based on Pact’s guidelines and USAID rules and regulations.
  • Utilize Pact’s Subaward Management System (Salesforce) and accounting system (Serenic NAV) for subaward issuance and management. Ensure that all required documentation is uploaded and stored as per Pact policy.
  • Provide administrative oversight to Pact’s two main Subcontractors, to include maintenance of budget, satisfactory delivery of scope and project deliverables, adherence to donor requirements, facilitation of approvals, etc.
  • Oversee budget management of project’s grants under contracts pool working with the Finance and administration Director. Work closely with the Finance and Administration Director to ensure accurate and timely disbursement and liquidation of subaward expenses.
  • Ensure timely training of subcontractors, grantees and Pact staff to understand and comply fully with Pact and funder requirements. Develop training materials and carry out regular trainings with subcontractors and grantees.
  • Ensure that office systems for subcontract and grant administration are maintained and that regular reports are provided to Pact headquarters or the funder as required.
  • Assist in the Development and/or updating of Grants under Contract Manual and Procurement Manual so it’s in compliance with USAID and Pact HQ guidance, policies and procedures.
  • Conduct cost and quality comparisons and assess the appropriateness of subcontractors and vendors in delivering services and supplies to ensure best value to Pact and the funder, USAID.
  • Oversee the management of the Inventory Control List/Asset Register to ensure that equipment is properly logged and updated as necessary.
  • Support closeout of awards, including preparation of final inventories, property disposition, etc.
  • Work with Chief of Party, Director of Finance and Administration, Country Manager and HQ staff/ or Program Manager to ensure project implementation in compliance with donor requirements.

    Minimum Educational Qualification, Expertise and Key Skills**

  • BA/BSc and minimum of seven years of relevant experience (or equivalent)

  • Experience assessing the responsibility and grant-worthiness of organizations through financial statements, audits, and other documentation presented in a proposal or in support of an award

  • Experience drafting and managing subawards

  • Knowledge of USAID and other funders’ rules and regulations related to subgrants, compliance, and cost principles

  • Fluency in English and French
