We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
Since the organisation was first founded in 1982, we have set up development programmes in more than 55 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.
CONTEXT:
The number of fatalities from armed violence is estimated to be over half a million people killed every year. Increase use of armed violence through explosive weapons, improvised explosive devices and small arms and light weapons affects civilian populations with a longer term impact. Starting from a basic statement that all people affected or threatened by armed violence shall have their rights fully respected in accordance with international law and their protection assured by relevant and timely actions through all phases of the crisis and beyond is a challenge that HI embraces through it strategy.
International, national and localized comprehensive actions to reduce the impact of conventional weapons are a vital hallmark of the HI’s unique comprehensive approach and scope of intervention to bridging the humanitarian-development nexus. To protect and fulfil the rights of conflict affected people, HI has started some years ago to expand its activities from the five pillars of mine action to also include actions aiming at reducing local, national and global level armed violence.
To achieve the above,HI is recruiting a dynamicBusiness Development Manager to support the operational development and expansion of the HMA / Weapons and Ammunition Management (WAM) sectors of intervention, including the setup of new programmes according to the objectives defined within the organization’s Armed Violence Reduction strategy** (RVA).
OBJECTIVES:
The objectives of the position are:
Support the development and expansion of HMA/WAM operations in existing or new programmes
Contribute to Business and Strategic development of the HMA/WAM sector within HI
Your main responsibilities are:
Support the development and expansion of HMA/WAM operations in existing or new programmes
Coordination with all Desks regarding identified opportunities for new operations
Design, undertake and/or support completion of exploratory missions to follow-up on newly identified opportunities
Provide project planning and operational support to expanding high priority programmes in all divisions
Undertake support missions to existing programmes to help define and support strategic development of HMA / PSSM activities
Work directly with Senior Technical Advisors from the Technical Unit to ensure all activities adhere to relevant international, national and HI technical guidelines and policies
Support the drafting of strategy for all programmes engaged in HMA and WAM activities, and ensure its compliance with the broader Armed Violence Reduction HI’s strategy
Act as a focal point for exploring new international HMA / WAM partnership and consortium opportunities
Provide training to relevant programme, Desk and National Association staff on HMA / WAM in coordination with the Technical Unit
Contribute to Business and Strategic development of the HMA/WAM sector within HI
Act as the key focal point for pursuing and developing multi-country major HMA/WAM funding initiatives
Contribute to drafting of broader organizational strategy, and development of positioning papers, operational and technical guides within a broader Federation team
Represent HI internationally with HMA/WAM stakeholders including international Mine Action Centers, security sector actors, the UN, and relevant donors on operational implementation and business development
Contribute to advocacy initiatives within the sector, in collaboration with HI advocacy unit
Act as the business development focal point for the Federation for specific HMA / WAM donors
Attend donor meetings to provide operational information alongside any National Association as required
Work with the Institutional Funding Division to develop appropriate and fit-for-purpose business development tools for planning, applying for and managing grants
You work on a day-to-day basis with a large range of actors within the HI structure, including:
Armed Violence Reduction technical unit;
HQs Operation staff;
Advocacy, communication and institutional fundraising teams;
Programme teams, remotely and during direct programme support missions.
DESIRED PROFILE:
You have:
Advanced Degree in International Relations, Humanitarian, or Development sector
Significant expertise and experience in all areas linked to the project cycle: project design, proposal writing, budget development, project start-up and implementation, managing stakeholder relationships etc.
Significant experience in designing strategy and forging partnerships in a broad range of contexts
work experience within the humanitarian/development sector including field experience in fragile / conflict-affected countries, including at least 5 years of experience in Humanitarian Mine Action / Weapons & Ammunition Management / Armed Violence Reduction and related disciplines
Ability to design projects and write successful proposals for a broad range of institutional donors requiring technical and operational detail
Ability to co-ordinate and work with multi-disciplinary teams as well as a variety of people and organizations
Established leadership skills
Strong interpersonal and professional communication and negotiation skills
Willingness to undertake extensive travel to a range of countries including fragile / conflict-affected states
You are fluent in English, good working knowledge in French is an asset.
JOB CONDITIONS :
Location : Ideally, based in Lyon, other location might be considered
Type of contract : permanent contract starting from July 2018
