Position title –EBO-SURSY Project Communications Consultant (on-site)
Compensation: From 220€ up to 260€ per day, depending on qualifications and experience
Duration: 132 days over 7 months maximum
Context:
The World Organisation for Animal Health (OIE) is an intergovernmental organisation recognized by the World Trade Organization as a reference Organisation for intergovernmental standards concerning the sanitary safety of international trade of animals and products of animal origin and zoonoses, and is in charge of improving animal health, veterinary public health and animal welfare worldwide, as well as transparency of the global animal disease situation.
The OIE, then known as the « Office international des épizooties», was created on the 25th of January 1924. Its Headquarters are based in Paris. It comprises 181 Member Countries and is present on all continents through 12 Representations. The OIE maintains permanent relations with over 70 international and regional Organisations.Since its creation in the early 2000s, the OIE Communications Unit has steadily increased its scope to cover corporate and internal communication, digital communication (OIE websites and social media), multimedia, events, press relations and relations with the OIE’s networks. The Unit takes part particularly in activities aimed at the specialised target audiences defined in the Organisation’s Strategic Communications Plan, and works closely with the scientific and technical departments of the Organisation. Its work also focuses on strengthening risk communication capacities of OIE member countries, and developing awareness campaign toolkits.
The EBO-SURSY project started in 2017 thanks to the support of the European Union and aims to reinforce capacity and surveillance for Ebola virus disease in West and Central Africa.

Job purpose
The Consultant will support the work of the OIE Communication Unit, and will be responsible for the coordination, follow-up, consolidation and enhancement of the EBO-SURSY project communication strategy implementation.
Positioning and reporting
Under the authority of the Director General and the functional supervision of the Head of the Communications Unit, and in close cooperation with the OIE Programmes Department, in particular with the EBO-SURSY project team, whom the main Coordinator is based at OIE HQ and the field Coordinator is based at the Africa Regional Representation, in Bamako.
Responsibilities:
- Coordinate and support of the EBO-SURSY communication strategy implementation, through the design, development, implementation and monitoring of communication tools, as per described in the communication strategy, in collaboration with a communication agency.
In particular, the Consultant will help to produce a toolkit which will include:
· Institutional tools to communicate on the EBO-SURSY project
· Tools dedicated to countries to foster the participation of communities in the zoonosis surveillance
Establish a communication plan for implementation of communication activities until the end of the project EBO-SURSY in order to achieve the above-mentioned communication strategy;
Facilitate the EBO-SURSY project institutional communication, including coordination with the partners’ communication officers, the collection of featured stories, multimedia materials, redaction and publication of scientific and press articles;
Support the communication Unit in the organisation and facilitation of a seminar for communication Focal points of the ten countries targeted by the EBO-SURSY project. At this occasion, collect inputs from national Veterinary Services on communication action plan needed for community engagement on zoonoses surveillance and prevention in their countries;
Facilitate the OIE communication focal points network and public relations in order to:
o Contribute to achieve the EBO-SURSY communication strategy objectives
o Increase awareness on animal-to-human disease transmission and reduce ill-informed perceptions of the potential threat
o foster community engagement in zoonoses surveillance and prevention
- Provide punctual support to the Communication Unit.
Qualifications and Experience
Qualifications
A postgraduate degree or diploma in communications and at least 5 year’s proven experience in risk communications and/or international public relations;
Field communication experience on the African continent, knowledge on Ebola virus diseases and other haemorrhagic fevers would be an asset;
Proven experience in the implementation of a communication strategy in the field of local community and institutions engagement;
Experience in project management.
Technical skills
Outstanding communication skills, in both written and spoken French and English;
Good knowledge of international relations;
Outstanding multimedia communication skills, enabling him or her to support the development of the EBO-SURSY project and the Unit’s activities and products;
Good knowledge of standard desktop tools, especially PowerPoint, Web-based applications and media computer tools;
Good knowledge of design, photo and video software, such as the Adobe suite.
Interpersonal skills
Demonstrated skills in interpersonal relations and the ability to develop synergies and partnerships with key stakeholders and contacts, particularly in the media;
Proactivity, flexibility and the ability to work under pressure;
Demonstrated ability to be highly organized, independent, and a diplomatic professional;
Ability to work within a multicultural team.

Working conditions
This is a full-time on-site Consultant position based at the OIE Headquarters in Paris (France). As an independent Consultant, you will serve as a contractor. The terms of your consultancy agreement will be governed by the contract you sign with us rather than through a contract of employment. However, some terms and policies that apply to employees, including those relating to confidentiality of information or ownership of intellectual property, may apply to you as an independent Consultant.
Payment for independent Consultants is solely based on days worked. There is no payment for absence such as national holidays, sick leave or annual leave, or for overtime. However, occasionally, flexible hours may be discussed with the Head of the Communications Unit.
