Madagascar: CANADA FUND FOR LOCAL INITIATIVES COORDINATOR FOR MADAGASCAR

The High Commission of Canada in South Africa seeks a Coordinator of the Canada Fund for Local Initiatives (CFLI) program in Madagascar. The CFLI program funds small but visible, high impact, results-oriented projects which are proposed and implemented by local NGOs and other grassroots organizations. This enables Canada to respond to local needs by working at the community level. CFLI also strengthens Canada’s relationships with civil society and local communities.

Scope of Work

General Mandate

Under direction of the High Commission CFLI Manager, the Madagascar Coordinator's role is to identify, assess, monitor, manage, evaluate and report on projects funded by the CFLI program in Madagascar. The value of the fund for Madagascar will be approximately CAD $75,000-$100,000 which will fund approximately four to six projects.

More specifically, the Coordinator is responsible for:

• Supporting the High Commission with CFLI promotion, including on social media.

• Identifying local projects and organizations which could benefit from CFLI.

• Assessing CFLI project proposals, preparing summaries of short-listed projects, and participating in final selection of projects.

• If necessary, helping recipient organizations prepare project documents, including budgets.

• Preparing a Project Approval Document and Contribution Agreement for each approved project.

• Correspondence with recipient organizations, the High Commission, and Global Affairs Canada officials in Ottawa relating to various aspects of the program.

• Monitoring project activities on a regular basis, keeping up to date on all relevant issues, and reporting to the CFLI Manager. The Coordinator may be required to travel where the selected projects are implemented.

• Reviewing recipient organizations’ narrative and financial reports.

• Drafting reports on CFLI, such as Monitoring Reports, End-of-Project Reports, and the Program Year-end Report.

• Other tasks as required.

The CFLI Coordinator

Essential Qualifications

Qualifications that are necessary for the work to be performed and that must be met in order for a person to be appointed.

Experience

  • Experience in at least one (preferably more) of:

  • Project or program management

  • Grants administration

  • Accounting and financial management

  • Development cooperation

  • Community development

  • Experience working with a range of Malagasy stakeholders, preferably including civil society organizations, implementation partners and project beneficiaries.

Language

  • Ability to communicate effectively, orally and in writing, in both English and French.

Education

· Bachelor’s degree from a recognized university or an equivalent combination of education, training and/or experience.

Knowledge

  • Knowledge of Madagascar’s development priorities.

Competencies

  • Ability to assess development projects, in particular small-scale projects, and their potential socio-economic impact.
  • Work planning abilities.
  • Initiative, judgement and discretion.

Assets

Qualifications that are not essential to perform the work, but that would benefit the organization or enhance the work to be performed currently or in the future.

Experience

  • Experience working with a national or international development organization.
  • Experience in managing development projects.
  • Experience working in the field of international development.
  • Experience working in the areas of human rights, women’s empowerment, good governance, and/or climate change.

Assignment Duration

This assignment is a part-time position and is expected to commence in June 2018 and be concluded by 31 March 2019. The contract can be renewed for two one year extensions. The Coordinator will be expected to work remotely.

Remuneration

The remuneration for this position has been established at CAD$650 per month. This is an all-inclusive fee – includes office space, telephone, internet costs, stationery, etc. A monthly invoice detailing work done must be submitted to the CFLI manager.

If necessary, travel costs to monitor selected project will be covered by the High Commission of Canada. These costs must be pre-approved by the CFLI Manager. Upon completion of the travel, a Government of Canada format travel claim must be completed and receipts for travel expenses must be provided.
