Overview: IBTCI is currently seeking a Team Leader for the UK Department for International Development (UK DfID)’s monitoring and evaluation of Payment by Results (PbR) for DFID core funding to United Nations and Red Cross agencies. DFID’s 2014 Strategy for Payment by Results states that the department will use Payment by Results to improve the value for money of our development interventions through sharpening incentives to perform. In applying the Payment by Results approach to the core funding of UN development, UN humanitarian and Red Cross agencies, the intended overall impact is to incentivize a more effective international system that: demonstrates greater leadership and collaboration; is more efficient; is more accountable and transparent; and performs better. The monitoring and evaluation of Payment by Results objective is to assess output- and outcome-level progress, collect data, and carry out analysis to inform DFID decision-making on agencies’ performance against agreed payment by results indicators; and evaluate the impact of the payment by results approach in this context. This position would be on a part-time basis, with a period of performance from June 2018 to March 2020. This position is contingent upon contract award. This position is contingent upon award.
Essential Duties/Tasks and Responsibilities: The Team Leader will source, analyze, and integrate data sources;
· Provide oversight and quality assurance for Payment by Results data through data verification, site visits and conducting interviews with staff;
· Provide technical guidance on monitoring and evaluation strategies and subject matter expertise in humanitarian and/or development assistance and programme quality assurance;
· Participate in all meetings including dissemination seminars with the donor, UN agencies, Red Cross and other stakeholders;
· Participate in fieldwork activities including key informant interviews, and organizational capacity assessments;
· Participate in data analysis and technical writing;
· Ensure the final reports meet high quality standards.
Required Knowledge, Skills and Abilities:
· Demonstrated understanding of the analyses required to reliably integrate data sources into programme monitoring and adaptive learning for humanitarian and/or development assistance initiatives;
· Demonstrated knowledge of quantitative and qualitative evaluation methodologies with particular expertise in expertise in theory-based evaluation and/or in payment by results programme and value for money approaches;
· Previous experience leading teams in data collection, analyzing key findings, developing substantive, evidence-based conclusions and action-oriented and practical recommendations;
· Previous monitoring and evaluation experience of humanitarian and/or development assistance health program activities, particularly in HIV/AIDS, Child health, family planning, gender equity, services for marginalized populations;
· Familiarity with DFID monitoring and evaluation policies and procedures;
· Experience with data analysis software (such as Atlas.Ti, STATA, or SPSS).
Minimum Requirements:
· At least 10 years’ of demonstrated experience identifying, analyzing, and contributing to the design of quantitative and qualitative research including, experimental/quasi-experimental design;
· At least 5 years’ of evaluation experience for donor-funded international development projects, with demonstrated experience working on DFID projects highly preferred;
· Must have excellent analytical skills (both qualitative and quantitative);
· Excellent verbal and written skills as well good organizational and team skills;
· Experience working with multilateral development/donor organizations, such as the Red Cross and UN agencies;
· Ability to speak English fluently and be able to work fluidly with dynamic and diverse teams.
Education: Master’s degree required, preferred in Public Health, International Development, Social Science, Management, Organisational Development, or a related field.
Working Environment: Work is typically performed in an office environment, with some time spent in the field.
Supervisory Responsibility: This position has supervisory responsibilities.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Travel: International travel is required.
