ROLE PURPOSE
Plan International ambitions to become a leading organizat ion in the Youth Economic Empowerment in Emergencies (YEEiE) sector. The YEEiE Specialist is the global lead for Plan International’s Youth Economic Empowerment programming in humanitarian crises and emergencies. The post holder will:
- Develop Plan International’s YEEiE projects portfolio
- Represent Plan International externally in key YEEiE fora, positioning Plan International as a leading agency in YEEiE.
- Provide technical advice and guidance to Plan International’s Country Offices
- Participate in conducting the YEEiE sub thematic within the YEE network group
DIMENSIONS OF ROLE
The post-holder will be based in Paris, but the position will have a global dimension, as the overall objective will be to raise Plan International’s profile in YEEiE and build a project portfolio for the organization in this sector. The ultimate goal is to make Plan International a go-to organization for YEEiE.
The post-holder will report to Plan International France Program Director. In addition, Plan’s International HQs will have a doted management line with the position.
RESPONSIBILITIES
YEEiE projects portfolio development and programming
· In collaboration with Plan International France’s Program Director and the Head of Disaster Risk Reduction and Climate Change Adaptation in the headquarters, identify and analyse business development opportunities and the best way to respond if relevant
· Work with country offices and regional offices to lead the development of high-end project proposals from needs assessment to the final submission
· Monitor main donor’s political agenda and priorities, and develop relationships with various types of donors
· Coordinate with Plan YEE advisors and other staff to ensure coherence with Plan YEE monitoring and evaluation framework
· Work with the key emergency and development staff focused on education, child protection, YEE and others, to support integrated programming that meets the multi-sectoral needs of affected children and youth and promote best program practices
· Ensure alignment of Plan International’s YEEiE work with key cross cutting priorities (for example girls and inclusion) whilst also ensuring innovation is central to our approach.
Representation and influencing
· Lead and represent Plan International in relevant professional and sectoral networks, clusters and coalitions and use these fora to improve Plan International’s relevance
· Identify opportunities and establish dialogue towards partnerships with other humanitarian agencies and develop strategic partnerships with operational actors
· Participate in research and evaluations on YEEiE.
· In collaboration with the Global Influencing and Partnerships team, develop Plan’s policy and positions on relevant issues and policy debates on YEEiE , support high-level advocacy on YEEiE including contribution of talking points for Plan’s CEO and senior management members
· Develop and publish regular policy position papers on YEEiE and Adolescent girls to influence the wider humanitarian community.
Building Plan International’s capacity in YEEiE
· Be an active member of YEE Area of Global Distinctiveness technical network and support the work of others networks with YEEiE contributions
· Build and coordinate Plan International’s YEEiE internal network under Plan International’s YEE Area of Global Distinctiveness
· Promote organizational learning on YEEiE : identify and disseminate lessons, , undertake capacity building, mentoring, training (with others) and support to Plan International staff on YEEiE
· Engage with key technical groups within Plan representing YEEiE.
· Identify country, regional and national office staff with YEE-specific experience for inclusion in the Plan Emergency Response Roster.
· Identify and strengthen Plan International’s external emergency roster with high quality YEEiE experts.
· Support country programs with technical interviews for YEEiE staff.
PROFILE
Knowledge
- Degree or equivalent in livelihood, economic empowerment or related fields
- Significant field experience of managing YEE programs in a number of humanitarian crises
- Significant knowledge of humanitarian response, child protection, education and disaster risk reduction
- Conversant with the international humanitarian architecture, particularly related to coordination and funding of YEE work in emergencies. Demonstrated prior experience of engaging with the cluster system and local, regional and global levels
- Fluent in French and English essential
Skills
- Project management including designing, planning and scheduling, process design, implementation and monitoring and evaluation
- Advocacy, influencing and negotiating skills, experienced in gaining commitment from a wide range of people, bringing about change and providing support from a distance
- Networking skills
- Extensive programming experience in Gender in emergencies, particularly related to girls and adolescent girls.

This post will be based at Plan International France office, in Paris.
The post-holder will be expected to travel extensively, sometimes at short notice to join humanitarian responses and where there may be a level of insecurity. Staff will be required to undertake Hostile Environment Awareness Training (HEAT) on joining Plan International
