Project Objectives:

Social Impact is a sub-contractor to ECODIT on the Water Communications and Knowledge Management (CKM) Project, a five-year task order under the Water and Development IDIQ (WADI) supporting the work of USAID’s Water Office in the Bureau for Economic Growth, Education and Environment (E3/W). A key SI role in the CKM project is to conduct a series of performance evaluations of closed USAID-funded water, sanitation, and hygiene (WASH) projects to further USAID’s understanding of the extent to which the achievements of their WASH activities have been sustained, and reasons why these outcomes and activities have or have not been sustained.

USAID funded the Millennium Water and Sanitation Program/ Programme Eau Potable et Assainissement Millénaire (PEPAM) in Senegal from 2009-2014, implemented by the Research Triangle Institute (RTI). The activity aimed to improve sustainable access to water supply and sanitation and to promote better hygiene in targeted rural, small town, and peri-urban areas of Senegal. This ex-post performance evaluation will examine the long-term sustainability of PEPAM’s approach to improve water supply and sanitation.

Position Description:

SI is seeking an In-Country Coordinator & Translator to support the PEPAM evaluation by liaising with key stakeholders in Senegal, coordinating fieldwork logistics, assisting the members of the Evaluation Team (ET) in communication and task completion, participating in qualitative data collection, and providing interpretation services for the evaluation team as needed during Key Informant Interviews and Focus Group Discussions.

Beginning around late September/October 2018, the Coordinator will provide a few days of part-time support to the design phase of the assessment, including contacting potential respondents, translating tools, or providing feedback on the preliminary fieldwork schedule and logistics. For fieldwork in November, the Coordinator will support preparations for data collection by setting up interviews, coordinating logistics, and translating interview protocols. The Coordinator will travel with the ET to provide translation services, maintain a detailed fieldwork schedule, and follow up on project logistics. The Associate will be expected to support the evaluation team part-time between September and October 2018, with 3 weeks of full-time support during fieldwork in November.

Responsibilities:

  • Advise the ET on local context relevant to the evaluation goals, including the feasibility of the proposed fieldwork schedule;
  • Make, coordinate and confirm appointments for meetings, interviews, focus group discussions, etc. for the ET;
  • Maintain and update the meeting schedule;
  • Make logistical arrangements as needed for in-country hotel accommodations, ground transportation, focus group discussions, etc.;
  • Support the ET during data collection by providing live interpretation as needed during focus group discussions (FGDs) or key informant interviews (KIIs);
  • Carry out other tasks as requested.

Qualifications:

  • 3-4 years experience handling data collection logistics (setting up KIIs, tracking completions, locating participants, identifying and setting up locations for KIIs and FGDs, etc.), is preferred;
  • Fluency in English and French is required, fluency in languages relevant to the Ziguinchor, Sediou, Kolda, and Tambacounda regions is a plus (Pulaar, Diola, Wolof, etc).
  • Excellent organizational and coordination skills (e.g. arranging flight/hotel reservations, meeting schedules, transportation, and purchasing supplies);
  • Familiarity with WASH in Senegal is preferred;
  • Available to provide limited support in August, and more intensive support immediately prior to and during fieldwork (anticipated September 2018);
  • Candidates are not eligible if they were involved in implementation of the program being evaluated (PEPAM), or other WASH projects implemented by PEPAM implementers;
  • USAID experience a plus.
