France: A Monitoring, Evaluation, Accountability and Learning Officer

Mission: Under the supervision of the Senior Research Advisor, you will be tasked to develop and roll out the monitoring and evaluation system of ACF programmes at missions and headquarter level. More precisely, your position includes the following tasks:

1) Develop the monitoring and evaluation system of ACF-F in compliance with policies and procedures defined in M&E guidelines of ACF-international.

• Identify tools and data collection systems in place within ACF-F

• Consolidate tools and practices in the missions and at headquarter

• Develop a coherent and standardised M&E system

• Define and coordinate the implementation of the chosen system

2) Rationalise and facilitate the analysis of collected data

• Participate to the development of a data analysis system in collaboration with the research team and the technical sectors

• Develop the reporting system in cooperation with involved participants (including the Senior Technical Advisors, the technical desk officers, the IT department, etc)

• Contribute to the preparation of reports in cooperation with involved participants

3) Strengthen monitoring and evaluation skills at the level of missions and headquarters

• Assess capacity needs at the mission and headquarter level

• Ensure the availability and development of M&E training modules in cooperation with the training unit

• Identify the most appropriate training methods for field staff

• Train field teams according to the identified needs

4) Contribute to the development of the information management system of ACF-international

• Contribute to the conception of a consolidated data repository

• Guarantee the compatibility of the M&E system with the future system of information management

Profile: Holder of a Master’s degree related to project management, project monitoring and evaluation, information management systems or operational research. You have at least 5 years of experience in the humanitarian or development sector (headquarters and field), of which 3 years in monitoring and evaluation. Thorough, organised and able to work independently, you have strong analytical and synthesis as well as good communication skills. You have a good knowledge of ACF fields of action.

You are fluent in both French and English (written and spoken). Regular travels in fields (about 40% of working time) have to be anticipated.

Status: Executive – Permanent contract – Full time

Salary conditions: From 39 500€ to 48 700€ gross yearly for 13 months according to experiences, 21 days off, lunch voucher of 8€ (60% taken over by ACF), health insurance (80% taken over by ACF), public transport refund of 50%.
