Reporting to the Director of the Global Fund Unit within Plan International Canada and administrative reporting to the Head of Strategy of Plan International West Africa, the Senior Program and Compliance Manager (SPCM) oversees a portfolio of health projects related to HIV, Tuberculosis, and Malaria financed by The Global Fund as well as other assigned grants. The incumbent will contribute to ongoing strengthening of internal monitoring and evaluation systems to ensure effective implementation of quality programming and donor compliance.
The SPCM will also contribute to proposal development focusing on transitioning grants, new grant opportunities, and budgeting for quality implementation and maximum cost recovery.
This role supervises a team of Program and Compliance Managers based in the West Africa region.
The position is flexibly based in Dakar, and may require extended travel to Plan international field offices (up to 40%)
The main responsibilities will include:
Main Responsibilities:
- Provide leadership and direction to team and manages work distribution across the team and assists members to balance competing priorities; monitors work progress; provides regular feedback and necessary coaching.
- Review donor and partner agreements ensuring the financial terms and conditions are compatible with Plan’s systems and are favourable to quality implementation and reporting.
- Ensures positive relationships with WARO, Plan field offices, donors and other partners.
- Ensures timely and quality reporting to donors including: start-up work plans/detailed project implementation plans, baseline reports, annual work plans, progress reports, etc as per contractual obligations.
- Identify areas of risk by providing regular analysis of financial health of projects against standard key performance indicators (KPIs).
- Ensure all project expenditures and contracts are in compliance with terms and conditions of donor agreements by conducting regular desk audits as well as occasional in-field audits.
- Oversee donor financial audits.
- Ensure all projects are in compliance with Plan Canada ongoing and year end audit requirements
- Works with the Senior Program Manager, the Senior Compliance Manager, Health Advisor and other colleagues to standardize and further strengthen Program Compliance monitoring systems and tools across the grant portfolio.
- Support the development and maintenance of systems and tools to improve efficiencies of managing the portfolio of grants
Job requirements
- Master’s degree in relevant area and/or equivalent work experience (an undergraduate degree in combination with qualifying experience accepted in lieu of an advanced degree)
- Minimum 10 years’ experience managing international development programs; some of which should have been gained overseas.
- Previous experience managing The Global Fund-financed projects.
- Proven track record in international development project management including participatory planning, report writing and financial management.
- Proven success as a People Leader – teambuilding, mentoring, etc., with exceptional skills in building productive working relationships with team colleagues, field offices, donors and other partners
- Experience working in the health sector (HIV/AIDS, Malaria or TB preferable)
- Experience leading or participating in financial audits.
- Hands on experience reviewing complex contracts and agreements
- Solid understanding of The Global Fund specific donor requirements.
