Position Description
Plan is seeking applicants for a proposed Social and Behavior Change (SBC) Specialist for an anticipated $65-$74 million 5-year project under the USAID All Children Reading IDIQ in Senegal. The Social and Behavior Change (SBC) Specialist Lead the design and implementation of a social and behavior change communication campaign (SBCC) with the aim of engaging parents and teachers with messaging focused on learning and equity and through mediums that are readily accessible at the local level. This position is for an upcoming solicitation and is contingent upon award and approval by the donor.
Responsibilities
- Design and implement an SBCC campaign to raise awareness on the importance of supporting 3Rs instruction among parents, caretakers, and community members.
- Develop comprehensive communication tools and SBCC campaign materials and activities, using evidence-based theories and methodologies, in close collaboration with the communications departments
- Oversee the program and technical aspects of the procurement process in developing requests for proposals, soliciting, selecting, and overseeing vendors providing SBCC services and products
- Manage the work of any SBCC firm, advertising agencies, public relations experts, production vendors, community mobilizers, and/or consultants hired by the project to assist with SBCC or community level work. This includes building capacity of local CSOs to implement quality and successful SBCC work.
- Provide day to day management of the project’s SBCC and community level activities
- Ensure Plan’s Child Protection Policy and Guidelines are adhered to during project implementation
Key Qualifications and Skills
- Bachelor’s degree in behavior change, communications, marketing, international development or a related field; Master’s Degree strongly preferred.
- Experience in senior technical roles of USAID-funded grants and/or contracts strongly preferred;
- At least 5 years of experience in designing, planning, and implementing SBCC efforts and/or community level activities, including communication campaigns and trainings.
- Experience with Social and Behavior Change Communication (SBCC) methodology and knowledge of USAID policies and procedures
- Computer skills and mastery of Microsoft Office suite, especially Word and Excel
- Oral fluency in English and Wolof, and excellent report writing skills in English is a must.
