The merger between Handicap International and Atlas Logistique, in 2006 brought the organisation 25 years of expertise in the logistical organisation of an emergency response through the implementation of logistics platform projects.

Because humanitarian operations are deployed in an unstable environment where infrastructures perform poorly and access to the populations in need is increasingly challenging, logistics services are a key factor in the successful delivery of aid in emergency situations.
The aim of a logistics platform is to help broaden the humanitarian space by offering logistics support services to aid operators to enable them to concentrate all their efforts on addressing the identified needs. Logistics platforms are also a way of pooling resources and thereby reducing costs.

All platform projects are intended and designed to provide comprehensive logistics services, including all or part of the following:

• Determining requirements and managing the transportation of goods
• Managing pooled stocks;
• Providing technical services (garages, maintenance, communication);
• Supplying premises (accommodation and offices) and work resources;
• Supplying transport for people (loans of light vehicles);
• A procurement centre;
• Organising and delivering training (maintenance, mechanics and telecommunications).

In 2015-2016, Handicap International managed three logistics platform projects:

  • DRC: launched in 2010 and still running
  • Nepal: from May 2015 to February 2016
  • CAR: since October 2015

Objectives in 2016 include strengthening the existing platforms and opening new projects, especially in the event of a major humanitarian crisis.

The platform projects are developed and implemented in collaboration with the cluster system, notably logistics clusters, and other operators working in the affected areas.

We are seeking a logistics platform logistician to be part of a motivated, dynamic and close-knit team and help ensure the successful management of the projects.

Job description

The members of the logistics platform unit are required to work

  1. in the field on the opening of programmes;
  2. in the field in support of existing missions;
  3. at head office between field missions on knowledge capitalisation, creating and updating tools and providing support to technical advisers according to terms of reference.

Reporting to the Logistics Platform Project Manager and in liaison with the head office technical adviser, the Platform Logistics Officer will be in charge of:

  • Implementing the logistics required for opening a mission;
  • Participating in the development of the mission in line with the orientations given by the Logistics Platform Project Manager and in conjunction with him or her;
  • Providing the project manager with the information and support required for defining and implementing tools and procedures relating to the security of the mission;
  • Conducting support missions (training, mentoring, support, recruitment, internal audit, handovers) and providing temporary cover for posts according to established terms of reference;
  • Carrying out knowledge capitalisation and systematically updating the organisation’s logistics tools and procedures.

Profil required

  • Initial training in logistics or strong experience acquired in the field
  • At least 3 years of logistics- transport-supply chain experience
  • Management experience, ideally with inter-cultural teams
  • Experience of working abroad in the humanitarian aid field
  • Experience of emergency humanitarian response
  • Sound knowledge of French and English
  • IT skills
  • Writing skills and the capacity to develop tools and procedures
  • Dynamic, pro-active and committed
  • Disciplined, organisational skills
  • Team spirit and sociable
  • Sense of humour

Job conditions

  • Statut : contract of 18 months renewable
  • Medical insurance + repatriation insurance International SOS
  • Paid leaves + rest and recuperation for the weekends on the field
  • Salary upon experience + expatriation fee of 457 euros net per month
  • Potential bonus for high mobility
  • Date of start: 2016, May, 2nd
  • Duration: 18 months
