Country Profile

ACTED’s HQ was implemented in Paris in 2000 to coordinate the interventions of the organization at an international level. Today, almost fifty people work in the HQ in the departments of Finance, Logistics, Security, Human Resources, Project Development, Audit, Hub and Communication. Those departments support the Country Directions and the Regional Offices.

Position Context and Key Challenges

Under the authority of the HR Director and in close interaction with the Country and Regional Directors, the HR teams and the HQ Directors and Managers, the HR Development Officer will be responsible for coordinating the internal recruitment (mobility) system.

Key Roles and Responsibilities

1) Coordinate the needs of internal and external recruitments as ACTED’s focal point.

§ Collect the needs of internal and external recruitment from Directors (HQ, CD) and manage it through the HR Follow up document.

§ Send a monthly report per country and per functional department.

2) Follow up of International staff (career debriefing, appraisal…).

§ Organize a career debriefing for each international staff.

§ Organize meeting with Country Director about international staff (performance, contract follow up, HR issues…).

§ Follow and analyze appraisals from managers/directors and functional managers/directors. Cross feedback if necessary.

§ Liaise with former international staff who want to work back with ACTED.

3) Manage the internal recruitment (mobility)

§ Propose internal candidates to Country and Functional Director, and organize interview.

§ Suggest to HR Director tools, process, organization to improve the mobility system, especially the anticipation.

§ Liaise with other HR Team (Recruitment and Staff Administration)

§ Manage the internal recruitment with the international staff (answers to HR questions).

§ Identify local staff for international career.

4) Assist HR Director and CEO on potentials’ identification

§ Assist on the identification of potential.

5) Assist on HR process and policy for international staff

§ Support HR Director on the prevention and management of psychosocial risk.

§ Support CD to identify/implement trainings for international staff.

§ Propose to HR Director tools/process/policy that will facilitate the retention of international staff

Required Qualifications and Technical Competencies§ Experience on the field with ACTED: at least 1 year and 2 missions done on the field. Experience as Financial Manager, or Area Coordinator, or others positions (Audit, Program Managers …).

Or

  • Experience in Human Resources: Academic background in HR (Bac+3/5), at least 2 year experience in HR in an NGO. Fluent level of English (70% of the position will be in English).
  • Ability to work under pressure, to manage an important workload and to deal with multiple tasks.
  • Ability to be dynamic, proactive and results oriented.
  • Ability to work well in a team and to be federative.

Conditions

§ Type of contrat : CDI – Permanent contract

§ Salary : 1800-1900 euros net per month (+ brut annuel – 28.5k€ to 30k€ selon profil)

§ Benefits : Health insurance, “Tickets restaurant” and 50% of transportation costs
