Oxfam GB’s West Africa Regional Centre is looking for a Consultant to support the Research Team with qualitative analysis for the inequalities index and report. In particular, the consultant will be required to perform the following tasks:
· Prepare an analysis of the state of vertical and horizontal inequalities for each ECOWAS country and Mauritania, including an examination of:
o Income inequality
o Access to and the quality of public investments in health and education
o Disparities in revenue collection and priorities (fairness of tax levy, quantity and quality of pro-poor public spending)
o Leading challenges and opportunities for addressing inequality in each country [1]
· Identify and develop case studies that highlight successful government policies and programs in West Africa that have helped reduce inequality
· Develop actionable recommendations for potential policy formulation at regional and national levels for improving equality
· Coordinate the inputs of the qualitative team working on the Inequalities Index and help ensure a coherent report
· Update the report based on inputs provided through the peer review process
· Participate in coordination meetings with Research Team for the Inequality Report
The consultancy will be for a total of 40 days from May to July 2016. The Consultant will work under the direct supervision of Oxfam West Africa’s Senior Social Policy Officer on Inequality, with guidance from the Regional Research Coordinator. The Inequality Index and data analysis will be prepared by an External Firm and the consultant will be expected to communicate regularly with the quantitative team.
[1] With the help of Oxfam West Africa, the consultant can contact Oxfam Country Offices in order to identify salient issues in terms of inequality and identify government policies. Where Oxfam does not have an office, the consultant can collect information from civil society organizations.
