JOB CONTEXT: This vacancy has been opened to replace the current Desk Project Officer.
Part of the Development Division, the Asia Desk covers the following programmes: the regional Myanmar/Thailand programme, the regional Indonesia/East Timor programme, the Philippines, Nepal, India, Sri Lanka, and Bangladesh programmes, with a total budget of approximately €10 million.
POSITION OBJECTIVES:
Under the line management of the Desk Officer, whose role focuses on strategic aspects, you will be responsible for developing and managing the desk's projects in order to ensure high quality implementation using the resources made available and in compliance with the frameworks in place.
You will work in close collaboration with the Desk Assistant and all the Handicap International’s resource services: HR, technical resources, logistics, security, communication, financial control and remotely with Operational Coordinators, site Coordinators and Field Programme Directors. You will be responsible for the overall coordination of the desk's regional projects.
Main duties:
You will provide support for developing new projects on the desk
You will actively contribute to implementing an improved strategy for raising funds (analysis of funding body strategies, development of regional projects, publications etc.)
You will ensure the programme teams comply with the project cycle management framework (planning, monitoring and evaluation)
You will contribute to in-house communication on the desk's activities
You will be required travel (short trips) to South-East and Southern Asia to provide support to the programmes (technical support on specific themes, development and support for setting up projects, workshop facilitation, project monitoring, coordination seminar etc.).
REQUIRED PROFILE:
You have:
at least 5 years' experience as Senior Project Manager or Coordinator in the development or emergency response sector, ideally in South-East Asia
an excellent understanding of the main challenges relating to disability issues in development and/or emergency response settings
experience in implementing regional projects covering more than one country
good knowledge of the main funding bodies: DFID, USAID ECHO etc.
an excellent level of written and spoken English
excellent coordination skills, are adaptable and capable of providing rapid responses
JOB CONDITIONS:
Type of contract: 12-month fixed term contract from 25 July 2016
Salary: From €2,500/month gross, over 12 months

39 hours/week with 9.5 weeks off per year
