Position: Project Manager

Location: GVEP International Country Office, Dakar, Senegal

Reports to: Country Manager, Senegal – with a Technical reporting line to the Programme Manager

I)Background

GVEP International works to increase the effectiveness of energy product/service providers by supporting micro, small and medium enterprises to strengthen, expand and diversify their businesses, and improve their ability to raise capital and scale up. To do this, GVEP provides high-quality business, financial and technical mentoring and advice. Over four million people have benefited from our programmes.

II)Overall Purpose

Reporting to the Country Manager in Senegal, the Program Manager will work closely with the country teams to ensure that the scope and direction of each project is on schedule and on budget. The Program Manager will support the Country Manager in overseeing the planning, implementation, monitoring and reporting of the Energy for Business Development (EBD) project, and the Advocacy Project.

III)Duties and Responsibilities

Project management and implementation of EBD project

  • Lead on and deliver on the implementation of the EBD project as per the project documents and ensure timely reporting to the Programmes Director and Country Manager of project progress
  • Develop an M&E plans for EBD and lead on its implementation
  • Generate the required technical report against grants awarded as required per donor reporting schedule
  • Effectively manage allocated budget and work in collaboration with the finance team to produce regular financial reports as requested. Lead on risk management for own area of work.
  • Ensure financial management and compliance of the EBD project and provide similar support for the other projects in Senegal
  • Ensure adequate staffing for the EBD project and lead and manage the EBD project team to deliver on the project.

Support to on-going Projects in Senegal:

  • Provide support and advise to the CM in the implementation, monitoring and reporting of the EOWS and Advocacy projects in Senegal
  • Support in reviewing, when required, M&E plans already in place for other on-going projects
  • Provide, when required, support for the monitoring and evaluation of other projects (EOWS and Advocacy project) and support team in generating scheduled reports for the projects for senior management and donors
  • Provide support to the CM in ensuring financial management and compliance of other projects

Partnerships and International Development

  • Effectively Build partnerships with other organisations (at governmental and private sector level) to ensure effective delivery of the projects
  • Seek new opportunities and strategic partnerships to contribute to the development of future programmes in Senegal and the region
  • Keep up to date with trends in international development and communicate relevant business development opportunity that arise in Senegal to the CM and the Business development (BD) Team
  • Where required, provide inputs to the BD team to allow effective development of project proposal for Senegal and the West Africa region.

Communications & Marketing

  • Contribute towards the communications and marketing our work by providing evidence of success
  • Work in collaboration with the communication team to produce case studies/articles and provide inputs where required to communication materials to showcase projects results
  • Attend when required and according to budget plan relevant international or national conference and meeting with stakeholders to promote GVEP’s work

IV)Qualifications and experience

· Experience of senior project management, in a developing country context, preferably in East and West Africa with demonstrated capacity to manage large-scale projects effectively.

· At least 5 years experience of implementing donor-funded and/or technical projects

  • Bachelor-level degree (preferably in engineering, environmental science, or business/economics/finance);
  • Strong financial management skills, with proven experience managing large budgets, including accurate and timely reporting to donors
  • Proven experience managing complex projects with a track record in delivery
  • Comfort with the entrepreneurial culture of a fast growing organization in an ever-changing industry
  • Experience of working with small businesses, and/or energy SMEs, and/or an understanding of renewable energy technologies and business models is required for some posts, advantageous for others.
  • High level of inter-personal and presentation skills and an ability to communicate clearly and collaborate at a senior level with colleagues, SMEs, public agencies and other stakeholders;
  • A can-do and collaborative mind set – comfort with the ambiguities and demands of a rapidly evolving environment.
  • Excellent written and spoken English and French;
  • Experience managing multiple projects and using tools such as MS Project for planning; Exellent knowledge of Office tools such as Word, Excel and power point
