Chemonics seeks a project director to support the USAID Human Resources for Health (HRH) 2030 Senegal project. The project director will support the Ministry of Health in strengthening HRH through the following objectives: 1) Improve policy to increase performance, productivity and retention of the health workforce particularly in rural and underserved communities; 2) Strengthen the ministry’s HRH leadership and governance to implement rapid responses to emerging infectious diseases; 3) Support development of a One Health HRH policy to respond to existing and emerging pandemic threats.
This position is based in Dakar, and reports to the Senegal Project Management Unit director. The project director is a senior leadership position that assumes overall responsibility for program operations, the achievement of annual work plans, and stakeholder engagement with government of Senegal counterparts, other donors and development projects, HRH2030 in-country consortium partners, and USAID. The project director also provides direct supervision and guidance to project technical advisors and administrative staff in-country. This position requires a maximum of 35 percent travel to the seven target regions in Senegal. Responsibilities include:
- Provide overall technical leadership in HRH strategies and approaches as well as the management, and general technical direction of the program ensuring an integrated vision among different components and actors and a focus on achieving results
- Serve as the project’s primary liaison with USAID, international and regional partners, and host-country government officials
- Act as primary liaison with the Chemonics home office in Washington, D.C., for technical and managerial matters through the HRH2030 Senegal Project Management Unit director.
- Supervise project technical and administrative staff, ensuring staff are successfully managing project activities and operations
- Provide supervision to the project’s technical advisors, including conducting regular written performance reviews and providing interim feedback and coaching when needed to improve employee performance
- Ensure compliance with USAID regulations and Chemonics policies and systems
- Represent the project at periodic meetings with stakeholders to report on planned activities and actions, including implementation status
- Take overall responsibility for recruiting an in-country team that has the correct technical skill mix and work style to achieve activity objectives for both long-term staff and short-term consultants
- Ensure that activity work plans are developed and completed in a timely fashion
- Ensure that activity reporting is done in a comprehensive and timely manner
- Look for ways to improve the project’s technical scope in HRH systems strengthening by suggesting innovative ideas or approaches that mirror best practices
Qualifications:
- At least 12 years of professional experience in managing health projects including developing and implementing work plans, controlling budgets, and managing a team
- M.D. or advanced degree in public health, public policy, medicine, international development, or a related field
- Demonstrated leadership experience on a USAID project required, preferably as chief of party/project director or deputy chief of party; experience with a centrally funded project preferred
- Demonstrated leadership in collaboration and coordination efforts for multiple partners contributing to similar results and working with the same in-country actors and officials
- Knowledge of health policy, health systems strengthening and governance, and HRH
- Ability to proactively anticipate and respond to rapidly changing conditions and project needs and deliver project results
- Familiarity with the Senegal government system, including but not limited to the Ministry of Health
- Demonstrated leadership, versatility, and integrity
- French and English fluency required
