Madagascar: Operations director

Chemonics seeks an operations director to support the Procurement and Supply Management (PSM) project in Madagascar. The project will be the primary vehicle through which USAID will 1) procure and provide health commodities; 2) provide technical assistance to improve partner countries' management of the supply chain; and 3) collaborate with key international stakeholders to support global health initiatives. The Madagascar office will work under two of the project's task orders (the President's Malaria Initiative and population and reproductive health) to provide commodities and supply chain technical assistance.

The operations director will assist the country director with developing and implementing management systems and supervising project operations and staff. They will oversee all administrative systems to ensure quality control of project administration. The operations director will also ensure the coordination, coherence of, and adherence to U.S. government regulations and Chemonics' corporate and field-office policies. We are looking for individuals who have a passion for making a difference in the lives of people around the world.​

Responsibilities include:

  • Support the country office director to develop and implement key management systems that support project planning, reporting, and performance management; financial management; property and technical procurement systems; grants management; and personnel management
  • Manage daily work of project teams as directed by the country office director
  • Support technical implementation through timely reviews and effective management of relevant software licenses and subcontracts/leases with labs, warehouses, and other vendors
  • Monitor and support the standardization of operational systems and policies across PSM's Madagascar office and regional field offices
  • Ensure compliance with U.S. government regulations, Chemonics' corporate policies, Madagascar laws, and any supplemental policies developed specifically for PSM
  • Supervise and provide regular and constructive feedback to project staff

Qualifications:

  • Bachelor's degree required; advanced degree in relevant discipline desired
  • Minimum seven years of experience managing USAID contracts, with strong skills in procurement and subcontracting, compliance, financial and client management, and human resources
  • Familiarity with Chemonics' systems and processes
  • Previous field experience desired (including long-term overseas positions or extended short-term engagements)
  • Knowledge of Madagascar's operating environment, including registration, taxes, and labor law, preferred
  • Demonstrated ability to manage and implement complex USAID public health programs or projects in a developing country context
  • Ability to supervise local and international staff effectively
  • Ability to work with cooperating partners in implementing complex programs
  • Strong interpersonal and written and oral communications skills
  • Fluent English and proficient French required; fluent French preferred
  • Demonstrated leadership, versatility, and integrity
