Position Purpose
Pact is seeking a Chief of Party (COP) for an anticipated five-year USAID-funded program to address the most significant threats to biodiversity in Madagascar by improving the enabling environment for effective community-based management and protection of natural resources. The COP will serve as the institutional liaison to national/local partners/counterparts involved with the project and will be responsible for chief administrative oversight for the project. The position requires significant coordination skills, broad general and technical knowledge, and skills to ensure coherence and consistency under tight deadlines.
Key Responsibilities
- Providing the overall leadership, management, and general technical direction of the entire program and ensure an integrated vision among different components and actors, with a focus on achieving results.
- Providing institutional strengthening to in-country partners to enhance the enabling conditions and policy framework in support of improved biodiversity conservation and climate-resilient development initiatives.
- Linking closely with other projects supported by USAID/Madagascar, other USG-sponsored cross-sectoral activities, GOM agencies and ministries, other donors, private sector, and national-level CSOs and NGOs.
- Identifying issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments as required.
- Supervising a team of technical and operational staff.
Basic Requirements
- Master’s degree in fields directly related to institutional strengthening and governance in natural resource management and/or biodiversity conservation
- At least fifteen (15) years of professional experience related to the successful implementation of large and complex projects involving knowledge management and institutional strengthening/capacity building, preferably in the areas of biodiversity conservation and/or natural resource management.
- At least ten (10) years of governance expertise in developing countries including a track record in effective institutional strengthening, public policy development, public participation and partnership building with government at local and national levels. Good understanding of land management and conservation issues.
- Excellent analytical skills, particularly concerning governance and institutional analysis.
- Proven leadership in the administration of large and complex international donor support programs with skills in strategic planning, management, supervision and budgeting.
- Proven ability to develop and communicate a common vision among diverse partners and to provide technical assistance and/or capacity building.
- Experience working directly with host government counterparts either with top-level ministerial leadership or technical teams.
- Knowledge of key stakeholders in relevant government ministries and among the donor, CSO and NGO communities.
- Excellent communications skills including full fluency in English and French
Preferred Qualifications
- COP/Project Director experience, preferably on USAID-funded contracts
- Experience in Madagascar highly preferred
- Malagasy speaking ability desirable
