Position Purpose
Pact is seeking an Information & Technology/Database Specialist for an anticipated five-year USAID-funded program to address the most significant threats to biodiversity in Madagascar by improving the enabling environment for effective community-based management and protection of natural resources. The Information & Technology/Database Specialist will serve as part of the project management team and will be responsible for all information management aspects of the program.
Key Responsibilities
- Acting as the leader for database and information management activities, including direct supervision and mentoring of staff working on these activities.
- Providing capacity building to local counterparts to take over the Information system management within 3 years.
- Liaising with other project staff on information needed for organizational, training and communication support activities and on issues related to technical areas (conservation, livelihood, resilience, gender/youth, environmental governance, partnership with private sector, etc.).
- Leading GIS and related mapping activities
- Keep the Chief of Party and Deputy Chief of Party apprised regarding issues of program management and implementation in the database and information system activities.
Basic Requirements
- Minimum Bachelor Degree in computer science or other related technical fields; Master’s Degree preferred
- At least ten (10) years’ experience in leading teams to develop data and information management systems for public and governmental use.
- Proven ability and experience working with database development and information management, including field or remote sensing data preferably related to biodiversity and natural resources monitoring or rural development.
- Substantial managerial experience with international development programs with skills in strategic planning, management, and supervision.
- Strong communication skills, both interpersonal and written, to fulfill the required technical and managerial responsibilities.
- Strong networking skills and the ability to work across key sectors in the development of database and information management system.
- Strong English and French writing and speaking skills;
Preferred Qualifications
- Background in environmental issues and politics, particularly in Madagascar preferred
- Data management experience on USAID-funded programs
- Malagasy language skills preferred
