Position Purpose

Pact is seeking an Institutional Development Specialist for an anticipated five-year USAID-funded program to address the most significant threats to biodiversity in Madagascar by improving the enabling environment for effective community-based management and protection of natural resources. The Institutional Development Specialist will provide leadership for organizational support, training and communication activities, including direct supervision of staff working on these activities.

Key Responsibilities

  • Leading capacity development and institutional strengthening of government and private sector stakeholders, civil society and media actors, project staff and partners.
  • Adapting and training other staff on Pact’s capacity development tools and processes.
  • Liaising with the other project staff in issues related to institutional development and capacity building for partners.
  • Monitoring institutional development, training and communication activities and keep the Chief of Party and Deputy Chief of Party apprised regarding issues of program management and implementation of these activities.

Basic Requirements

  • Master’s degree or equivalent in educational development, communication or relevant fields, particularly curriculum development, preferably in natural resources management.
  • At least ten (10) years of work experience in providing technical assistance to government counterparts and/or developing vocational school curricula and/or training materials, with some experience desired in support of environmental and natural resource protection and management, preferably in Africa.
  • Experience in institutional strengthening and/or using communications, constituency building, and training to reach diverse audiences of partners, donors, and government agencies.
  • Four (4) years of substantial managerial experience with international development programs.
  • Proven experience working with community-based associations, ministries and other agencies of government engaged in environmental and natural resource capacity building.
  • Experience in environmental policy development and/or advocacy initiatives to support environmental activities.
  • Strong knowledge of global data and information tools relevant to biodiversity conservation.
  • Strong knowledge about Public and Private Sector engagement, including a strong understanding of media, CSOs, NGOs, and other natural resource based businesses.
  • Experience with public outreach programs, and in advocacy and coalition building.
  • Strong English writing and speaking skills.
  • Proficiency in English and French

Preferred Qualifications

  • Knowledge of the Malagasy business environment.
  • Experience with USAID programs.
  • Malagasy language skills
